Purpose of Item: To authorize the City Manager to execute a Joint Participation Agreement (JPA) between the City of Miami (City) and Miami -Dade County to accept up to the amount of $99,418.20 from the Port of Miami (POM) as a grant to support the "FEC Quiet Zone Study", CIP Project B-40268. The total cost of the study is $149,934.50. The City appropriated the remaining balance pursuant to Resolution No. 11-0038 on January 27, 2011 from Fund 39900 Mass Transit. The JPA is required since the POM is contributing funds to the study. Background Information: The City initiated the FEC (Florida East Coast Railway) Quiet Zone Study in order to designate a new Quiet Zone along the Florida East Coast (FEC) Railway from NE 71 St Street (Little River) to the POM. This study is driven by the FEC and POM project to reconstruct a 4.4 mile segment of the existing rail corridor in order to allow both freight and passenger rail. It is a requirement of the Federal Rail Administration that City's requesting a Quiet Zone submit the application and requisite technical data for evaluation. This study will recommend safety upgrades to the existing grade crossings in order to allow the City to petition the Federal Railroad Administration for a waiver to establish a Quiet Zone. The Quiet Zone allows railroad trains to be exempt from blowing their whistles at each crossing. Budget Impact Analysis NO Is this item related to revenue? NO Is this item an expenditure?
