A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT ACCEPTING A
GRANT, IN THE AMOUNT OF $150,000, FROM THE INSTITUTE OF MUSEUM AND
LIBRARY SERVICES ("IMLS"), MUSEUM GRANTS FOR AFRICAN AMERICAN
HISTORYAND CULTURE TO HIRE A MUSEUM DIRECTOR AND FORMULATE A
LONG TERM SUSTAINABILITY PLAN FOR THE BLACK POLICE PRECINCT AND
COURTHOUSE MUSEUM ("PROJECT"); FURTHER AUTHORIZING A GRANT IN AN
AMOUNT NOT TO EXCEED $235,000, OF WHICH $85,000 OF THE PROJECT
COST WILL BE FUNDED BY THE CRA, TO THE CITY OF MIAMI BLACK POLICE
PRECINCTAND COURTHOUSE MUSEUM, INC. ("COMBPPCM") TO EXECUTE
THE PROJECT, AND RATIFYING THE EXECUTION OF A MEMORANDUM OF
UNDERSTANDING BY AND BETWEEN THE CRAAND COMBPPCM IN
FURTHERANCE OF THE PROJECT; FURTHER AUTHORIZING THE EXECUTIVE
DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE;
AUTHORIZING THE EXECUTIVE DIRECTOR TO DISBURSE FUNDS, AT HIS
DISCRETION, ON A REIMBURSEMENT BASIS OR DIRECTLY TO VENDORS;
FUNDS TO BE ALLOCATED FROM SEOPW TAX INCREMENT FUND, ENTITLED
"OTHER GRANTS AND AIDS ," ACCOUNT CODE NO.
10050.920101.883000, 0000.00000.
WHEREAS, the Southeast Overtown/Park West Community RedevelopmentAgency ("CRA") is
a community redevelopment agency created pursuant to Chapter 163, Florida Statutes, and is
responsible for carrying out community redevelopment activities and projects within its Redevelopment
Area in accordance with the 2009 Southeast Overtown/Park West Redevelopment Plan ("Plan"); and
WHEREAS, Section 2, Goal 1, at page 11, of the Plan lists the "preserv[ation of] historic
buildings and community heritage" as a stated redevelopment goal; and
WHEREAS, Principle 6, at page 15, of the Plan states, "local cultural events, institutions, and
businesses are to be promoted", Further, Section 2, Principles 8 and 14, at page 15 of the Plan states
that "older buildings that embody the area's cultural past should be restored" and the area's sense of
community should be restored and unified culturally; and
WHEREAS, the Plan, at page 90, lists Black Police Precinct and Courthouse Museum ("Black
Police Precinct") as being a structure of major importance and emphasis should be placed on its
preservation. Further, the Black Police Precinct was renovated by the City of Miami to be used as a
museum and to promote cultural activities for the Overtown community; and
WHEREAS, the Plan, at page 128, the CRA shall be empowered "[t]o apply for financing and
to borrow money from the Federal Government, the State, the County, the City or other public body or
from any public or private sources in the form of loans, bonds, grants, contributions, and any other
form of financial assistance to be used for redevelopment activities;" and

WHEREAS, the Institute of Museum and Library Services ("IMLS"), established in 1996, is an
independent agency of the United States federal government that provides support to libraries and
museums within the United States and the stated mission of IMLS is, "to inspire libraries and museums
to advance innovation, lifelong learning, and cultural and civic engagement...through research, policy
development, and grant making;" and
WHEREAS, the City of Miami conveyed the Black Police Precinct to CRA in 2011 for the
purpose of continuing redevelopment efforts in accordance with the CRA's Redevelopment Plan; and
WHEREAS, the Black Police Precinct is currently operated by City of Miami Black Police
Precinct and Courthouse Museum, Inc, ("COMBPPCM"), a 501(c)(3) non-profit established by a group
of local retired police officers who have led efforts to preserve the building and maintains the
museum's daily operations on a volunteer basis; and
WHEREAS, in an effort for the Black Police Precinct to become a self-sustaining facility, the
CRA submitted a grant application to IMLS for $150,000 on behalf of the Black Police Precinct to hire
a Museum Director and formulate a long term sustainability. plan for the Black Police Precinct
("Project") and as part of the application the CRA would contribute $85,000 to the Project; and
WHEREAS, to execute the Project, the CRA would issue a grant to COMBPPCM for $235,000
and COMBPPCM would contract with Florida International University for project management
consultant services and to conduct a nationwide executive search for a full-time Museum Director with
advisement from a Hiring and Planning Committee consisting of community stakeholders. The CRA
would maintain oversight and control of the Project and grant funds throughout the duration of the
Project from September 2016 through March 2019; and
WHEREAS, on June 17, 2016, the IMLS awarded the CRA $150,000 as a result of the
application; and
WHEREAS, the Board of Commissioners wish to accept the grant from the IMLS, to authorize a
grant in an amount not to exceed $235,000 to COMBPPCM, of which the CRA will contribute $85,000,
and to ratify the execution of a Memorandum of Understanding by and between the CRA and
COMBPPCM in furtherance of the Project;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The Board of Commissioners hereby accepts a grant, in the amount of
$150,000, from the Institute of Museum and Library Services ("IMLS"), Museum Grants for African
American History and Culture to hire a Museum Director and formulate a long term sustainability plan
for the Black Police Precinct and Courthouse Museum ("Project").
Section 3. The Board of Commissioners hereby authorizes a grant in an amount not to
exceed $235,000, of which the CRA will contribute $85,000, to the City of Miami Black Police Precinct
and Courthouse Museum, Inc, ("COMBPPCM") with Project oversight by the CRA,

Section 4. The Board of Commissioners hereby ratifies the execution of a Memorandum of
Understanding by and between the CRA and COMBPPCM in furtherance of the Project.
Section 5. The Executive Director is authorized to execute all documents necessary for the
purposes set forth above.
Section 6. The Executive Director is authorized to disburse funds, at his discretion, on a
reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory
documentation.
Section 7. Funds are to be allocated from SEOPWTax Increment Fund, "Other Grants and
Aids," Account Code No. 1.0050.920101.883000.0000.00000. Of the $235,000 grant to COMBPPCM,
$150,000 will be funded by the grant awarded to the CRA by IMLS and $85,000 will be funding by the
CRA.
Section 8. This Resolution shall become effective immediately upon its adoption.
