Planning for a Sustainable Black Police Precinct and Courthouse Museum in Overtown
The Southeast Overtown/Park West Community Redevelopment Agency ("CRA")
submits this grant request on behalf of the City of Miami Black Police Precinct and Courthouse
Museum, Inc. ("COMBPPCM") to undertake a 2-year project that will improve the museum's
capacity and long -tern sustainability.
The Black Precinct and Courthouse is a unique 6,700 square foot, two-story building
located in Overtown, a historic African American neighborhood within the City of Miami. The
Black Precinct and Courthouse is the only known building in the United States that was
designed, devoted to, and operated as a separate police station and municipal court exclusively to
serve a black community. Since its restoration and designation as a historic site and museum in
2008, the Black Police Precinct and Courthouse has not only been teaching visitors about the
struggles and accomplishments of Miami's first black officers and Judge Lawson E. Thomas
(Miami's first black magistrate) who served there but also the history of race relations in Miami.
The project will ensure museum's sustainability as it transitions to the next phase of
development by providing support to assemble a Hiring and Planning Committee of community
stakeholders; hire an experienced, energetic, and engaged museum professional; consult with
trained experts in history and museum management; and recruit graduate student interns. Once
assembled, this Project Team will conduct a comprehensive museum assessment and strategic
plan to set a clear trajectory for implementation and the future growth of the museum.
The need for a strategic plan and a Project Team capable of leading it was identified in
preliminary meetings with museum specialists, historians, and community development
professionals. In 2011, the City of Miami conveyed ownership of the Black Police Precinct and
Courthouse Museum to the CRA, a public community redevelopment entity overseeing the
revitalization of Overtown. COMBPPCM, a 501(c)(3) non-profit established by the group of
retired police officers who led the efforts to preserve the building, maintains the museum's daily
operations on a volunteer basis. Despite their passion for preserving the Black Precinct and
Courthouse's legacy, COMBPPCM's entirely volunteer staff currently lacks the expertise and
resources necessary to lead a planning initiative that will allow the museum to thrive.
The CRA will serve as lead applicant, fiscal agent, and project evaluator. Throughout the
duration of the project from September 2016 through August 2018, the CRA will partner with
COMBPPCM and Florida International University ("FIU"), Miami's first and only public
research university. Grant funds will be used to hire FIU as the project management consultant
and coordinator. FIU will organize a museum Hiring and Planning Committee consisting of
community stakeholders and conduct a nationwide executive search for a full-time Museum
Director. Grant funds will also be used to hire the Museum Director. The museum's newly
appointed Director will work in consultation with the Project Team, American Association for
State and Local History, American Alliance of Museums, and IMLS to lead a comprehensive
institutional assessment and strategic plan for future implementation. The strategic plan will
address all museum functions, including operations, programming, curatorial, staffing,
community engagement, technology, and collections acquisition and management.
The project will strengthen the museum in two ways. First, it will provide the resources
necessary to articulate a clear vision and viable strategic plan for future development. Second, it
will help the museum forge a strong foundation for long-term partnership with other institutions,
particularly FIU. Strengthening the museum will in turn benefit Overtown by further developing
a key community asset that attracts visitors, encourages investment in the neighborhood, and
expands valuable educational opportunities for all.

This Memorandum of Understanding ("MOU") Is made and entered into this clay of

corporate created pursuant to Section 163,356, Florida Statutes ("CRA") and THE CITY OF MIAMI
BLACK POLICE Pl CINCT AND COURTHOUSE MUSEUM, INC, ("COMBPPCM"), n Florida non-
profit oorporation,
RECITALS
A. WHEREAS, the CRA, is responsible for carrying out community redevelopment activities
and projects within its Redevelopment Area in accordance with the 2009 Southeast Ovartown!Park West
Community Redevelopment Plan, as amended end restated_ ("Plan"); and •
B, WHEREAS, Section 2, Uoal I, at page 11, ofttte Plan lists the "preservtation of j historic
buildings and community heritage" as a stated radovelopment goal; and
C. WHEREAS, Section 2, Principle 6, at page 15, of the Plan tGates, "local cultural events,
Institutions, and businesses are to be promoted;" and
13. WHEREAS, Section 2, Principles 8 and 14, at page 15 of the Plan states that "older
buildings that ernlrody the area's cultural past should be restored" and the area's sense of community
should be restored_ and unified culturally; and
L. WHEREAS, the Platt, at page 90, lists Black Police Precinct and Courtlrause Museum
("Black Police Precinct") as being a structure of major importance and emphasis should bo placed on its
preservation; and
F. W11)BAS, in 2011, the City of Miami conveyed the Black Police Precinct to the CRA
for the purpose of continuing redevelopment efforts in accordance with the Plan; and
G, WHEREAS, COMBPPCM has operated_ the Black Police Precinct on a -volunteer basis
prior to the time of conveyance and wishes to continue the same and soak alternative finding sources 1;hat
will allow themuseum to become a seIf-sustaining facility,
NOW THEREFORE, in consideration of the promises and mutual covenants and promises
contained herein, CRA and COMEPPCIN& agree as follows;
ARTICLE I
PURPOSE AND MISSION STATEMENT
The purpose of this MOU is to outline the responsibilities and obligations of the parties. The
Black Police Precinct is a unique asset within tile RQdevelopmentArea and Its preservation is important to
the parties hereto. This important piece of history tells the story of segregation in South Florida within
the judicial system and highlights the efforts of the first black police officers and the judiciary to attain

equality during a time of severe raoiai disparity.
The mission of the City of Miami Black Police Precinct 84 Courthouse Museum is to operate as
an educational museum institution organized to preserve the Black Police, Precinct and Courthouse as a
historic $ii:e, The Black. Police Precinct is dedicated to telling the unique sfiorks that comprise and
surround the history of the building and the policies that trade the building necessary,
ARTICLE II
TERM OF TIM MOU
2.1 The term of this MOU shall be for two (2) yeas commencing on the Effective Date. Tho CRA
shall have ono (1) option to extend the term for a period One (1) year, subject to CRA Board approval,

ARTICLE III
RLSPONN IB LITIES OF PARTIES
3,1 COMBPPCM shall operate and staff.6.e Black Police Precinct as amuseum facility on a
volunteer basis.
3.2 COMBPPCM shall oversee the daily functions of the Black Police Precinct on a volunteer- basis,
including but not limited to coordinating and facilitating events, rralcing the museum facility available to
the public, and fundraising.
3,3 COMBPPCM's volunteer staff shall work with the CRA. on funding initiatives hi order to
improve the museum's capacity and long -tetra suatainabillty, Activities shall inolude but are not limited
to assuring that applicable policies and procedures are observed; coordinating with external collaborators;
collecting data for surveys acid interviews; assisting with the preparation of reports and. presentations;
providing adrrrinislxative support; and supervising staff, volunteers, and student assistants.
3.A COMBPPCM shall Promptly inform the CRA of all maintenance needs of the Black Police
Precinct and the,CRA shall address the same within a reasonable time,

GENERAL TVRM$ 84 CONDITIONS
4•.1igo Third -Party Beneficiaries. No provision of this MOU shall, in any way, inure to the; benefit
of any third party so as to make such third party a beneficiary of this MOU, or' of any one or more of the
terms hereof or otherwise give visa tv any cause of action In any party trot a party hereto,
4.2 Maintenance and Bxanihiation of Records. COMBPPCM shall maintain all financial and
non -financial record, and reports directly or indirectly related to this MOU including supporting
documentation and shall make the same available for inspection for a period of five (5) year's from the
expiration or termination date of this MOU.
eI.3 Public Records, This MOU shall be subject to Florida's Public Records Laws, Chapter
119, Florida Statutes, 'rho parties understand tho bread nature of these laws and agree to comply with
Florida's Public Records Laws, and laws relating to records retention, In furtherance of Section 4,2,
COMBPPCM acknowledges and accepts the CRAs right to access COMBPPCM's records, and the

obligation of the COME?PCM to retain and to nmke those rscords available upon request, and hi
accordance with all applicable lavers.
4.4 Modification. This MOU may be modified or amended only in writing by mutual consent ofi
both parties.
4,5 Non-Dclezability. The obligations of COMBPPCM under tliis Agreement shall riot be
delegated or assigned to spy other petty without the CPA's prior written consent which may be withheld
by the CRA, In its sole discretion,
4,6 Complete Agreement. This MOU states the entire understanding and agreement between the
patties and supersedes any and all written. or oral representations, statements, negotiations, or agreements
previously existing between the parties with respect to the subject matter of this MOLT, The parties
recognize that any representations, statements, or negotiations made by the staff or either party does not
suffice to legally bind either party to a contractual relationship unless they have been reduced to writing
and sighed by the authorized re I7resentative(s).
4.7 Notices. Ail notices or communication under this MOU by either party to the other shall
be sufficiently given or delivered as follows:

Planning for a Sustainable Black Police Precinct and Courthouse Museum in Overtown
The Southeast Overtown/Park West Community Redevelopment Agency ("CRA")
submits this grant request on behalf of the City of Miami Black Police Precinct and Courthouse
Museum, Inc. ("COMBPPCM"). The CRA is a public entity established under the provisions of
Florida Statutes ss. 163.330-163,463. On April 27, 1995, the CRA was established by City of
Miami Ordinance 12248 "J]o undertake and carryout community redevelopment activities
within the community redevelopment district" in accordance with the CRA's Community
Redevelopment Plan ("Plan"). The Plan, last updated in 2009, entails the development of
approximately 600 acres of blighted real estate adjacent to Miami's central business district. The
CRA's redevelopment area is bounded on the North by the 1-395 Expressway, South by NE 5th
Street, East by Biscayne Boulevard, and West by the 1-95 Expressway,
The CRA's Elan identifies historic preservation as a central redevelopment strategy and
goal. With careful attention to preserving Overtown's unique history and culture, the CRA has
worked to preserve, restore, and/or adaptively re -use several historic churches and landmarks,
including Lyric Theater, Dorsey House, Ward Rooming House, and Lawson E. Thomas building.
The Black Police Precinct and Courthouse Museum is located within the CRA's
redevelopment area. The building served as a segregated African American police station and
courthouse from 1950 until the City of Miami Police Department integrated in 1963. The
building was then abandoned for over 40 years. The movement to preserve the building was
initiated by members of City of Miami Retired Polioe Officers Cornniunity Benevolent
Association, In 2008, the City of Miami restored the building and designated it a historic site
and museum with assistance from the State of Florida. In 2011, the City conveyed ownership
and care of the museum to the CRA.
The retired officers that led the efforts to preserve the building established the City of
Miami Black Police Precinct and Courthouse Museum, Inc., a 501(c)(3) non-profit, in 2010.
COMBPPCM's entirely volunteer, 4-person staff maintains.the museum's permanent exhibit and
daily operations. COMBPPCM's Board of Directors approved its by-laws in 2010. As stated in
Article 1, Section 1 of the by-laws, COMBPPCM's mission is:
To acquire, preserve, display, and promote collections of a historical nature that will be of
educational value to the preservation of African American history as it relates to the struggles
and accomplishments of black police officers in "Colored Town' Miami, as they served
during the pre -Civil Rights Era of the 1940s, 50s, and 60s;
- To display police memorabilia, artifacts, documents, photographs, videos, and word of mouth
stories by the men and women who worked there;
To raise hinds to support the Museum's Mission.
The CRA and COMBPPCM largely serve Overtown, the historic center of Miami's
African American community. Africer Americans settled Overtown in the 1890s. Overtown's
population continued to grow until the early 1960s when the combined forces of desegregation,
urban renewal, and the construction of the SR-8361I.395 and 1-95 expressways significantly
fragmented the neighborhood as residents were relocated and scattered, Economic, physical, and
social decay became pronounced and has progressively contributed to the decline of tine area.
Today, Overtown remains a mostly poor African American community. The total
population is approximately 10,000 and is predominately African American (64%). The median
household income is just over $14,000. However, because of its proximity to Miami's cultural
and financial centers and. significant ongoing investments by the CRA in capital improvements,
affordable housing (over 600 units in the next few years), workforce development, local
businesses, and historic preservation, Overtown is poised for major revitalization.

1. Statement of Need
What do you propose 1:o do?
The Southeast Overtown/Park West Community Redevelopment Agency ("CRA")
submits this grant request to IMLS on behalf of the City of Miami Black Police Precinct and
Courthouse Museum, Inc. ("COMBPPCM") to:
1) . Hire Florida International University ("FM") as Project Coordinator and Planning
Consultant to organize a Hiring and Planning Committee consisting of community
stakeholders; to conduct a nationwide executive search for a full-time Museum Director;
and to provide expert guidance and graduate student support throughout the duration of
the project;
2) Hire a Museum Director to lead a Project Team, consisting of CRA. and museum staff,
FIU experts and graduate student interns, and the Hiring and Planning Committee in a
comprehensive museum assessment and strategic planning;
3) Conduct a comprehensive museum assessment in consultation with American Alliance of
Museums Museum Assessment Program ("AAM MAP") and IMLS;
4) Incorporate the findings from the assessment into a comprehensive strategic plan for
future implementation by COMBPPCM,
What need, problem, or challenge will your protect address and how was it identified?
The Black Police Precinct and Courthouse Museuin is one of Overtowrr's a key historical
sites and community assets, The group of retired police officers that led the efforts to preserve
the museum established the non-profit COMBPPCM to maintain the museum and its daily
operations. COMBPPCM has expressed their desire to take over ownership of the museum from
the CRA. Because the CRA was established for sole purpose of eliminating slum and blight
within the designated community redevelopment area, the CRA will only exist so long as the
conditions of slum and blight persist in the area. Presently, the CRA is scheduled to sunset in
2030. The CRA wishes to convey the museum to COMBPPCM before that time.
Despite their commitment to preserving the legacy of Miami's first black officers,
COMBPPCM currently lacks the expertise, staff, and resources to take ownership of the museum
and ensure its long -tern sustainability. Through preliminary meetings, COMBPPCM, CRA, and
FIU identified several needs that must be addressed before COMBPPCM can take ownership of
the museum. First, COMBPPCM's entirely volunteer staffis not sustainable over the long-term.
COMBPPCM must begin to transition to a paid staff that has professional training and expertise
in museum management, programming, collections stewardship, and other rnuseunx functions.
Second, COMBPPCM needs a comprehensive assessment of the museum's strengths and
weaknesses to plan for the future. Third, COMBPPCM needs to develop a strategic plan to
address the findings from assessment and prepare for future self-sustainability. The plan should
address all museum funetions, including operations, programming, curatorial, staffing,
community engagement, technology, collections, and fundraising,
How will your project enhance the capacity of your institution?
The project will enhance the museum's capacity in several ways. First, by hiring FIU as
Project Coordinator and PIanning Consultant, COMBPPCM will have an opportunity to build a
strong ,foundation for a Tong -term relationship with Miami's only public research university. FIU
is committed to leveraging its resources to guide and support the rnusearn throughout the project.
FIU will provide administrative support staff to assemble and manage a Hiring and Planning
Committee and conduct a national job search for a qualified and energetic Museum Director.
FIU will provide experts in history and rnuseuin management that possess critical content and

process knowledge to help COMBPPCM develop the necessary evaluation tools to asses the
nzuseurn and create a viable plan for the future, FIi.T will also provide graduate student support
to facilitate all aspects of the project. Second, the project will provide initial support to hire a
Museum Director who is capable of leading the museum as it transitions to the next phase of its
development. Hiring a Museum. Director now with the expectation that the position will become
permanent upon completion of the project Will ensure continuity as the museum transitions from
assessment and planning to implementation. Third, the project will provide the expertise,
resources, and process necessary to conduct a comprehensive assessment and implementation
plan for future growth. The strategic plan will articulate a clear vision for the museum's future
and the action steps needed to achieve that vision,
Who or what will benefit from your project?
The project will benefit COMBPPCM by providing additional staff and resources, a
shared vision among museum staff and key stakeholders, and a. clearly defined framework for
future decision -making. The project will help COMBPPCM forge strong, mutually beneficial,
long-term partnerships with other institutions, particularly FIU and other community
stakeholders. These benefits will make management of the museum easier and inore sustainable
and improve the quality of services the museum provides. With the right staff, a feasible plan,
and a strong support network in place, the museum. can improve its operations, programming,
collections, exhibits, fundraising and accessibility to the eonnniunity, visitors, researchers, and
students at all levels, In turn, the CRA and Overtown community will benefit from the
strengthening of a key community asset that attracts visitors, encourages investment in the
neighborhood, and expands valuable educational. opportunities.
2. Impact
Referring to the Performance Goal(s) selected on the Program Inforxnation Sheet prepared
for your applications, choose one or more Performance Measure Statement(s) appropriate
for your project and describe how you will collect and report the corresponding data.
The Performance Goal of the project is Community: Strengthen museums and libraries as
essential partners in addressing the needs of their communities. The following IMLS
Performance Measure Statements apply;

The CPA Grants Adniinistrator will be responsible for collecting and reporting the data that
corresponds to the IMLS Performance Measure Statements as well as any other project
evaluation data.
The CRA Grants Administrator will work with FIU to incorporate the Performance
Measure Statements into a final survey worksheet, During the last month of the project period,
the CRA Grants Administrator will distribute the survey to the Project Team. To track progress
over the duration of the project, the final survey worksheet will be supplemented with .quarterly
Project Team surveys conducted by the CRA Grants Administrator. All survey responses will be
documented. in Excel spreadsheets and provided in IMLS performance reports.

the Hiring and Planning Committee, in comprehensive museum assessment and strategic

Alliance of Museums MAP and IMLS;
• To incorporate the findings from the assessment into a comprehensive strategic plan for
future implementation by COMBPPCM.
What tangible products will result from your nroiect?
The project will result in the hiring of a Museum Director, museum self -evaluation tools,
a written report of the findings from the comprehensive year -long assessment period, and a
strategic plan to implement the findings from the assessment
HOW will you sustain the benefit(s) of your protect?
The CRA is committed to working with COMBPPCM to not only maintain the benefits
of the project but also ensure that COMBPPCM will be able to take ownership of the museum
and. become self-sustaining once the CRA sunsets. The CRA strongly believes that the IMLS's
grant will improve COMBPPCM's long-term operation of the museum and help generate further
political and community buy -in necessary to create lasting change. Indeed, as community
stakeholders see the value added by the project, their support will be an essential Wolin directing
future policy and CRA funds in favor of COMBPPCM and the museum
As the current owner of the building, the CRA currently funds the nruserun's physical
maintenance and utilities. The CRA expects this obligation to continue. Likewise, at the encl of
the project, the CRA expects that additional funds will be required to 1) hire the Museum.
Director on a permanent basis, and 2) irnplernent the museum's 5-year strategic plan. As a key
stakeholder and partner in the project, the CRA is committed to providing continued financial
and administrative support to ensure that COMBPPCM can hire the permanent Director and
implement the fmndings from the assessment. In addition to working to provide cash
contributions, the CRA will allow its Grants Administrator to actively research and solicit third
party fiznding on behalf of COMBPPCM to supplement the CRA's support. The funding sought
will include State of Florida Historic Preservation grants, Miami -Dade County Cultural Affairs
grants, private foundation support, and IMLS grants.
Finally, the IMLS grant will help COMBPPCM engage new partners, such as FIU, who
can leverage their resources in support of the museum. Likewise, as the quality of mnuseram's
services and accessibility improve, COMBPPCM will be in a much stronger position to tap into
Overtown's burgeoning cultural movement and generate more revenue to sustain the museum,

Who will plan, implement, and manage your protect?
The Executive Director of the Southeast Overtown/Park West Connnunity
Redevelopment Agency who is also the Proj eat Director will provide executive oversight for the
project team,. The Project Team will consist of historians, museum specialists, graduate student
interns, CRA Grants Administrator and Staff Counsel, museum staff, and community
stakeholders. The project team will plan, manage, and implement the project.

What financial, personnel, and other resources will you need to carry out the activities?
Note: You must include $2 000 er ear in award funds for travel to attend 'MIS -designated
meetings.
The two-year project will require a Grants Administrator, Stag' Counsel, Museum
Director, Project Coordinator and Planning Consultant, graduate student interns, and secretarial
support. As documented in the project budget, $267,990 will, be required to cover the cost of
salaries, stipends, fringe benefits, and tuition associated with this personnel. The project will
also require the support of the volunteer COMBPPCM staff. A conservative estimate of the
value of their time is $30,440. $5000 has 'been budgeted for the costs associated with design and
printing for marketing project meetings and reporting projects results to community stakeholders.
$4,000 has been budgeted for navel expenses to IMLS-designated meetings. To facilitate the
museum assessment and planning, the project team will enroll the American Alliance of
Museums MAP program. No expenses are expected to be associated with enrollment,

How will you track your progress toward achieving your performance foals and 'untended
results?
To track the project's progress, the CRA Grants Administrator will establish project
evaluation metrics and tools in consultation with MU. FRJ will coordinate monthly project
meetings and quarterly Project Team surveys to provide feedback on project activities and ensure
that the project goals are being met in a timely fashion.
How and with whom will you share your proj ect's results?
The results of the project will be shared with anmermbers of the project team, the CRA
Executive Director and Board of Commissioners, and community stakeholders. The project
results will be shared in monthly project meetings as well as public CRA Board meetings.
Project results will also be reported in IMSL progress reports. In addition, because the CRA is a
public entity, project results may be issued to any member of the public through a formal public
records request.
Budget Justification
Planning for a Sustainable Black Police Precinct and Courthouse Museum in Overtown
Salaries and Wages = Funds are requested for Dr. Kenneth Lipartito and Casey Steadman
to lead .the Hiring and Planning Committee. Lipartito will serve as chair of these
committees. During the academic year, Lipartito/FIU History Department will devote
7% of his time in -kind to the project at a base salary of $117,000. The value of this time
is $16,626. Lipartito's fee for summer time involvement in Year 1 and Year 2 of the
project is $17,500, Steadman will provide expertise based on long experience as a
museum professional. Steadnaan/FIU-Wolfsonian will devote 5% of his time to the
project at a base salary of $121,372, The value of this time is $12,320, Graduate Student
will provide support to the committee and learn about museum operations, collections,
and programs during Year 1 with the goal of the student taking a role in assisting with
assessment and planning in Year 2 as intern. Secretarial support is requested for FIU
staff to assist in managing FIU's subcontract on the grant.
Fringe Bene its -- Benefits reflect existing FlU benefits rates.
Student Support — The Graduate Student will receive a $13,500 tuition waver during Year
1. FIU will provide the waiver in -kind.
Direct Costs — FIU's total direct costs are $91,823. FEYs oontraet will require $46,559
in IMLS grant funds. FIU will provide at least $45,264 as cost share.
Total fndir•ect Costs — FIU elects to charge a rate of 10% of modified total direct
("MTD") costs. $2,328 will be paid with grant funds. $172 will be foregone in-ldnd.
Any indirect costs beyond 10% MTD have not been included.
Total Costs — FIU's total project costs are $94,323, FIU requests $48,887 in 1MLS grant
funds. FIU will provide at least $45,436 as cost share.
City of Miami Black Police Precinct and Courthouse Police Precinct ("COMBPPCM") will
participate and facilitate all aspects of the project over the entire duration of the project from
September 2016 to August 2018.
Salaries' and Wages — Thomas Pinder, President/Director and Sargent Willie Tackson,
ViceTresident, are unpaid, full -tune employees. They will provide a total in -kind
contribution of time conservatively estimated at $30,440. The following methodology
was used to estimate the value of their volunteer time; Pinder and Jackson will devote at
least 15 % of their time to working on the project. According to the U.S. Bureau of Labor.
Statistics, the median pay for Archivists, Curators, and Museum Workers was $44,410.
That value was adjusted for inflation at a rate of 3% per year and multiplied by 15 % for
both Pinder and Jackson. The value of their combined time is $14,995 in Year 1 and
$15,445 in Year 2.
Other Costs — COMBPPCM has budgeted has budgeted $4,137 to partially pay for costs
associated with design and printing for marketing/advertisements, reporting, and any
other publications associated with the project.
