A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY,
AUTHORIZING ADDITIONAL GRANT FUNDING, IN AN AMOUNT NOT TO EXCEED
$3,500,000, TO TOWN PARK PLAZA SOUTH, INC., TO UNDERWRITE COSTS
ASSOCIATED WITH THE RENOVATION AND REHABILITATION OF TOWN PARK
PLAZA SOUTH, 1798 N.W. 7TH AVENUE, MIAMI, FLORIDA (FOLIO #:
01-3136-066-0001) (PROPERTY); FURTHER APPROVING A RELOCATION PLAN,
IN SUBSTANTIALLY THE ATTACHED FORM, FOR THE TEMPORARY
RELOCATION OF RESIDENTS FROM THE PROPERTY DURING THE
PERFORMANCE OF THE PROJECT; AUTHORIZING THE EXECUTIVE DIRECTOR
TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE;
AUTHORIZING THE EXECUTIVE DIRECTOR TO DISBURSE FUNDS, AT HIS
DISCRETION, ON A REIMBURSEMENT BASIS OR DIRECTLY TO VENDORS,
UPON PRESENTATION OF INVOICES AND SATISFACTORY DOCUMENTATION;
ALLOCATING FUNDS FROM TAX REVENUE BOND ISSUANCE PROVIDED FOR
BY RESOLUTION NO. CRA-R-12-0061.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is
a community redevelopment agency created pursuant to Chapter 163, Florida Statutes, and is
responsible for carrying out community redevelopment activities and projects within its Redevelopment
Area in accordance with the 2009 Southeast Overtown/Park West Redevelopment Plan ("Plan"); and
WHEREAS, Section 2, Goal 3, at page 11, of the Plan lists the "creati[on of] infill housing,
diversity in housing types, and retaining affordable housing," as a stated redevelopment goal; and
WHEREAS, Section 2, Principle 2, at page 14, of the Plan provides that "[t]he neighborhood . .
. retain access to affordable housing ... ;" and
WHEREAS, on June 29, 2015, the Board of Commissioners, by Resolution No.
CRA-R-15-0025, authorize a grant, in an amount not to exceed $10,000,000 for the Project. Further,
the Board of Commissioners authorized a two-step process for the design build project; and
WHEREAS, step one, would involve the execution of a negotiated design build agreement
between TPPS and H.A. Contracting, Corp. ("HAC") and payment of pre -construction services. This
step allows further development of the construction plans in order to ascertain the final construction
costs. Step two would involve the amendment of the proposed agreement between TPPS and HAC to
reflect the final construction costs; and
WHEREAS, since approval of the same, HAC has performed the following services to
determine the anticipated final construction costs:

° Roof testing 0uinclude: moisture testing & pull test cflight weight insulating concrete
• Underground locating ofutilities
° Camera inspection ofsewer & drainage systems
° Cleaned &jetteddrainage system
~ Met with the City of Miami Building Department & Miami -Dade County Water & Sewer
Department
° Obtained pricing from all subcontractors
° Completed 1OO96Schematic Plans; and
VVHEREAS, based on HAC's pre -construction work, the total anticipated Project cost is
approximately $13.80O.UOO.however, it isadvised that the CRAset aside $13.SOO.000for unforeseen
costs that may arise during the Project; and
VVHEREAS, in addition to the aforementioned, the Plan requires the Board of Commissioners
to consider e proposed relocation plan for the temporary relocation of residents at Town Park Plaza
South during the performance of the Project; and
WHEREAS, the Board of Commissioners wishes to authorize additional grant funding, in an
amount not boexceed $3,500,000 to underwrite costs associated with the renovation and rehabilitation
oYTPPG;and
WHEREAS, the Board of Commissioners also wishes to approve the attached relocation plan
for the temporary relocation of residents from the Property during the performance of the Project; and
WHEREAS, the Board of Commissioners finds that such a grant to TPPS would further the
above mentioned redevelopment principles;
NOW, THEREFORE, BE[FRESOLVED 8YTHE BOARD OFCOMMISSIONERS UFTHE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble bthis Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The Board ofCommissioners hereby authorizes additional grant funding inan
amount not to exceed $3,500,000, to Town Park Plaza South, Inc. to underwrite costs associated with
the renovation and rehabilitation of Town Park Plaza South located at 1798 N.W. 7th Avenue, Miami,
Florida 3313G(Folio #:O1'313O'OG6-0OO1).
Section 3. The Board of Commissioners hereby approves the attached relocation plan for
the temporary relocation of residents from of Town Park Plaza South during the performance of the
Project.
Section 4. The Executive Director ioauthorized hoexecute all documents necessary for
said purpose.
Section 5. The Executive Director is authorized to disburse funds, at his discretion, on a
reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory
documentation.
