The attached Resolution of the Board of Commissioners of the Southeast Overtown/Park West Community
Redevelopment Agency (^CRA) authorizes additional funding, in an amount not to exceed $3.500.000' Town
Park Plaza South, Inc. (~7PPG^) to underwrite costs associated with the renovation and rehabilitation of Town
Pork Plaza South located at 1798 N.W. 7m Avenua, Miemi, Florida 33136 (Folio #: 01-3136-068-0001)

amount not toexceed $10.O0O.U0Ofor the Project. Further. the Board of Commissioners authorized atwn-otep
process for the design build project. Step one, would involve the execution of o negotiated design build
agreement bebweanTPPS and H.A. Contracting, Corp. (^HAC^) and payment ofpre-construction services. This
step allows further development of the construction plans in order to ascertain the final construction costs. Step
two would involve the amendment of the proposed agreement between TPPG and HAC to reflect the final
construction costs.
Since approval of the some. HAC has performed the following services to determine the anticipated final
construction costs:
° Asbestos survey & lead based paint testing
* Roof testing to include: moisture testing & pull test of light weight insulating concrete
* Underground locating Vfutilities
° Camera inspection ofsewer & drainage systems
° Cleaned &]etteddrainage system
m Met with the City of Miami Building Department & Miami -Dade County Water & Sewer Department
* Obtained pricing from all subcontractors
° Completed 100Y6 Schematic Plans
Boned on HAC's pre -construction work, the total anticipated Project cost is approximately $13'000.008.
however, it is advised that the CRAset aside $13.50O.0O0for unforeseen ooabo that may arise during the
Project.
Additionally, the Board of Commissioners is also presented with o proposed relocation plan for the temporary
relocation of residents at TPPS during the performance of the Project. The presentation of this temporary
na|nnahon plan to the Board of Commissioners is required by the 2000 Southeast Overtuwn/Park VVomt
Community Redevelopment Plan.
Section 2, Goal 3, at page 11, of the 2009 Southeast Overhovvn/ParkVVemt Community Redevelopment Plan
stated redevelopment goal. Section 2, Principle 3, at page 14, ofthe. Plan provides Uhat^[t]he neighborhood . . .
retain access to affordable housing . . . ."
This Project will eliminate slum and Night conditions by curing the visible deterioration as evidenced by
structural cracks in some undo. broken windows, loose railings on upper floors, sewer backups, water leaks from
decrepit p|umbing, existence of mo|d, wood rutting in doors and fascia of roofs, as well as outdated electrical
wiring. In addition, the construction will provide, although temporary, needed jobs to the residents of the
Redevelopment Area.
FUNDING:
$3,500,000 allocated from the tax revenue bond issuance provided for by Resolution No. CRA-R-12-0061.
