TO UNDERWRITE COSTS ASSOCIATED WITH A THEMATIC ART EXHIBITION WITHIN THE REDEVELOPMENT AREA; FURTHER AUTHORIZING AN EXPENDITURE OF FUNDS, IN AN AMOUNT NOT TO EXCEED $20,000 FOR CRA EXPENSES RELATED TO THE PROGRAMING OF ART -RELATED EVENTS WITHIN THE REDEVELOPMENT AREA DURING THE 2016 ART BASEL; AUTHORIZING THE EXECUTIVE DIRECTOR TO DISBURSE FUNDS, AT HIS DISCRETION, ON A REIMBURSEMENT BASIS OR DIRECTLY TO VENDORS, UPON PRESENTATION OF INVOICES AND SATISFACTORY DOCUMENTATION; AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE; FUNDS TO BE ALLOCATED FROM SEOPW TAX INCREMENT FUND, ENTITLED "OTHER GRANTS AND AIDS," ACCOUNT CODE NO. 10050.920101.883000.0000.00000. WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is a community redevelopment agency created pursuant to Chapter 163, Florida Statutes, and is responsible for carrying out community redevelopment activities and projects within its Redevelopment Area in accordance with the 2009 Southeast Overtown/Park West Redevelopment Plan ("Plan"); and WHEREAS, Section 2, Goal 5, at page 11, of the Plan lists the "[p]romotion and marketing of the community," as a stated redevelopment goal; and WHEREAS, Section 2, Principle 6, at page 15, of the Plan lists the promotion of "local cultural events, institutions, and businesses," as a stated redevelopment principle; and WHEREAS, Section 2, Principle 14, at page 16 of the Plan also lists "restor[ing] a sense of community and unify[ing] the area culturally," as a stated redevelopment principle; and WHEREAS, TheUrbanCollective, Inc. has developed "Art Africa Miami Arts Fair 2016", a thematic art exhibition featuring a collection of contemporary art -work from Africa and its Diaspora; and WHEREAS, the above referenced entity and the CRA have requested funding to promote the Redevelopment Area during 2016 Art Basel by holding an exhibition and other art -related events which would serve to attract visitors and highlight the area's cultural heritage; and WHEREAS, the Board of Commissioners wishes to authorize a grant, in an amount not to exceed $120,000, to TheUrbanCollective, Inc. to underwrite costs associated with a thematic art exhibition within the Redevelopment Area; WHEREAS, Board of Commissioners also wishes to authorize an expenditure of funds, in an amount not to exceed $20,000, for CRA expenses related to the programing of art -related events City of Miami Page 1 of 2 File Id: 16-00849 (Version: I) Printed On: 6/15/2016 within the Redevelopment Area during the 2O18Art Basel; and WHEREAS, the Board of Commissioners finds that such a grant would further the aforementioned redevelopment goals and objectives; NOW, THEREFORE, BE[TRESOLVED BYTHE BOARD OFCOMMISSIONERS OFTHE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained inthe Preamble tothis Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section2. The Board ofCommissioners hereby authorizes the issuance ofogrant, inan amount not hoexceed to $120.000. bzTheUrbenCnUooUve. Inc. to underwrite costs for athematic art exhibition within the Redevelopment Area. Section 3. The Board ofCommissioners further authorizes the expenditure offunds, inan amount not to exceed $20,000 for CRA expenses related to the programing of art -related events within the Redevelopment Area during the 2018Art Basel. Section 4. The Executive Director is authorized to disburse funds, at his discretion, on a reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory documentation. Section The Executive Director is authorized to execute all documents necessary for the purposes set forth above. SocdonG. The Executive Director is authorized to approve budget modifications under the gmnt, provided that the overall omnurd of the grant funding authorized by the Board of Commissioners ionot increased. Section7. Funds are tobaallocated from SE0PVVTax Increment Fund, entitled "Other Grants and Aids," Account Code No. 10050.920101.883000.0000.00000. Section8. This Resolution shall become effective immediately upon its adoption.
