BACKGROUND:
The Board of Commissioners of the Omni Redevelopment District Community Redevelopment
Agency ("CRA") previously approved and adopted Resolution 15-00797 authorizing the execution of a
"Reimbursement Agreement" Grant between the CRA and the South Florida Regional Transportation
Authority ("SFRTA") to provide infrastructure, transportation, and mobility improvements to areas,
facilities, and properties.
Reimbursements were for a period of two (2) years, at a total cost not to exceed $1,875,000.00
annually.
SFRTA, is now requesting an amendment to the agreement to eliminate the requirement that the
Florida Department of Transportation participate as a necessary party, further authorizing
disbursements on a monthly basis rather than a quarterly basis, and authorizing SFRTA to assign its
rights subject to certain conditions.
JUSTIFICATION:
Section 4.4, Goal B, D5 at page 41, of the 2009 Omni CRA Redevelopment Plan ("Plan') lists to
"provide employment opportunities and upward mobility for residents" by the creation of jobs within the
community as a stated redevelopment goal.
Section 4.4, Goal B, B3 at page 41, of the Plan lists to "create economic magnets to draw more
businesses to the OMNI area to compliment established activities in the area" as a stated
redevelopment goal.
Section 4.4, Goal C, D1 at page 41, of the Plan provides for the "maximizing of conditions for
residents to continue to live in the area" as a stated redevelopment goal.
Section 4, Goal D/ Principles A-2, C-4 and C-5, at page 42, of the Plan lists "eliminate conditions
which contribute to blight," "encourage the restoration of historic buildings," and "enhance the area's
visual attractiveness to businesses and residents by creating opportunities for new development
through improvements to the public realm" as stated redevelopment goals.
Section 163.362, Florida Statutes, states that the promotion of regional transportation and specified
transportation improvement projects is a goal of CRAs.

Allocating funds from the Omni Increment Fund, "Other Grants and Aids," Account Code No.
