BACKGROUND:
The attached Resolution of the Board of Commissioners of the Southeast [)verbowm/ParkVVemt Community
Redevelopment Agency (^CRA") authorizes the execution of a commercial lease with U|bina Harris ("Ma.
Horha^), as the sole proposer in response to RFP No. 13'007. for the lease of commercial space at the
Ovortown Shopping Center, 1400 N.W. 3mAvenue. Unit 110. Miami, Florida, which lease includes otenant
improvement grant in an amount not to exceed $02.000. to underwrite costs associated with the build out of
clothing store that will offer adult clothing and ohi|dnen'n uniforms.
The CFlAowns the OverbownShopping Center, at 1498 N.W. 3rdAvenue. Miami, F|nhda("Pnuporb/). and said
property is located within the N.W. 31 Avenue Neighborhood Center. In order to attract and accommodate
commercial tenants, the CRAhas renovated and rehabilitated Property.
Pursuant to Section 163.380/3Xa). Florida Sbabuhao. the CRA issued Request for Proposals No. 13'007 on
November 7. 2013. wherein it sought proposals for persons interested in leasing commercial space at the
Property. Ms. Harris submitted the one and only proposal for Unit 110 and seeks to operate a children's uniform
store at the Property.
Ms. Harris is a resident of Overtown and has operated several successful businesses within the Overtown area,
including "Kicks onVVhms|a". a men'a shoes and clothing ehona. K4a. Honio now seeks hoopen "The Shops of
[)vorhown'', a clothing store that will offer adult clothing and chi|dren'a uniformo, at the Overtnwn Shopping
Canter. If awarded Unit 110. [No. Harris has requested assistance with tenant improvements. Although the
CRAnsnnvab*d much of the Property, renovation and rehabilitation of the individual commercial spaces is
outside ufthe scope ofthe overall renovations.
JUSTIFICATION:
Section 2, Goals 5, at page 11, of the Southeast Overtown/Park West Community Redevelopment Agency Plan
("Plan") lists "[plromotion and marketing of the community," as a stated redevelopment goal.
Principle tL at page 16' of the Plan further lists the promotion of "local cultural events, inaUbutiona, and
buainnmmeo.^aaostated redevelopment goal. Principle 0.atpage 15also provides that inorder bo"address and
improve the neighborhood economy and expand economic opportunities of present and future residents and
businesses[J ... [it is necessary to] support and enhance existing businesses and ... attract new businesses that
provide needed services and economic opportunities ...^
The Plan sdpages 62-63, identifies the N.W. 3mAvonue Neighborhood Center as becoming athriving mixed -

residential development]."

$92,000 allocated from SEOPW Tax Increment Fund, entitled "Other Grants and Aids" Account No.
