The attached Resolution of the Board of Commissioners of the Southeast West Community
Redevelopment Agency ("CRA") authorizes the execution of a commercial lease with U|trina Harris ("Ms.
Harris"), as the sole proposer in response to RFP No. 13'007. for the lease of commercial npouo at the
C>verbnwn8hupping Centor, 1400 N.W. 3rd Avenue, Unit 110' Miami. Florida, which lease includes atenant
improvement grant in an amount not to exceed $92.000. to underwrite costs onenoiahod with the build out ofa
clothing store that will offer adult clothing and ohi|dren'a uniforms.
The CRAowns the Overhown Shopping Center' at 1490 N.W. 3mAvonue. Miami, Florida ("Property"), and said
property is located within the N.W. 3m Avenue Neighborhood Center. In order to attract and accommodate
commercial tenants, the CRA has renovated and rehabilitated Property.
Pursuant to Section 103.380(3)(a>. Florida Statutes, the CRA issued Request for Proposals No. 13'007 on
November 7. 2813, wherein it sought proposals for persons interested in leasing commercial space at the
Property. Ms. Harris submitted the one and only proposal for Unit 110 and seeks to operate a children's uniform
store atthe Property.
Mo. Harris is resident ofDverbown and has operated several successful businesses within theOvark)m/n area,
including "Kicks onVVheab". amen'oshoes and clothing store. Ms. Harris now seeks bnopen "The Shops of
Overtovvn^, a clothing atone that will offer adult clothing and chi|dren'n unifonno, at the C)vwrtown Shopping
Center. If awarded Unit 110. K80. Harris has requested assistance with tenant improvements. Although the
CRA renovated much of the Prnperty, renovation and rehabilitation of the individual commercial spaces is
outside ofthe scope ufthe overall renovations.
Section 2'Goals 5.etpage 11.ofthe Southeast Ovartovvn/ParhWest Community Redevelopment Agency Plan
("Plan") lists "[p]romotion and marketing of the community," as a stated redevelopment goal.
Principle 0' at page 15, of the Plan further lists the promotion of "local cultural eventa, institubonu, and
businesses," as nstated redevelopment goal. Phnuip|a0. at page 15 also provides that in order to "address and
improve the neighborhood economy and expand economic opportunities ofpresent and future residents and
businesses[j ... [it is necessary to] support and enhance existing businesses and ... attract new businesses that
provide needed services and economic opportunities ..."
The Plan at pages 82-63' identifies the N.W. 3rdAvonue Neighborhood Center as becoming othhving mixed -
use area, which requires the CRAto"attract new businesses hoN.VV.3rdAvenue inanticipation of[surrounding
residential development]."
