Woods, ill efitil References: Executive Director Enclosures: Supporting Documentation; Legislation BACKGROUND: The attached Resolution of the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") ratifies the expenditure of funds in the amount of $69,638.55, for the payment of 2015 real estate property taxes at the Overtown Shopping Center located at 1490 N.W. 3rd Avenue, Miami, FL 33136 ("Property"). The CRA currently owns the Overtown Shopping Center and is leasing space to businesses for commercial use. This is not a tax exempt use of the Property; as such property taxes must be paid. JUSTIFICATION: Section 2, Goals 4 and 6, at page 11, of the Southeast OvertownlPark West Community Redevelopment Agency Plan ("Plan") lists the "creati[on of] jobs within the community" and "improving quality of life for residents" as stated redevelopment goals. Section 2, Principle 4, at page 14, of the Plan provides that "employment opportunities be made available to existing residents ...". Further, Section 2, Principle 6, at page 15 provides that in order to "address and improve the neighborhood economy and expand economic opportunities of present and future residents and businesses[,] ... [it is necessary to] support and enhance existing businesses and ... attract new businesses that provide needed services and economic opportunities ...." The Plan at pages 62-63, identifies the N.W. 3rd Avenue Neighborhood Center as becoming a thriving mixed - use area, which requires the CRA to "attract new businesses to N.W. 3`d Avenue in anticipation of [surrounding residential development]." FUNDING: $69,638.55 allocated from SEOPW Tax Increment Fund, entitled "Other Current Charges and Obligations" Account No. 10050.920101.549000.00000.0000.
