Subject: Resolution Authorizing an Expenditure of
Funds for Radio Advertisements for the CRA.

BACKGROUND:
The attached Resolution of the Board of Commissioners of the Southeast Overtown/Park West Community
Redevelopment Agency ("CRA") authorizes an expenditure of funds in an amount not to exceed $16,000 to AM
1490 WMBM ("WMBM") for radio advertisements for the CRA to promote the Redevelopment Area.
WMBM is a local radio station with coverage of 1.5 million listeners from the Key West to West Palm Beach and
east to the Bahamas. WMBM also streams live at WMBW.com, Google Play, and Apple for access via
smartphones.
Significant development is occurring within the Redevelopment Area and it is necessary to inform current and
prospective residents and current and prospective business owners about the changes occurring therein. This
Resolution would allow for radio advertisements on WMBM which will include:
• 12 — 5 minute live or pre-recorded testimonial and infomercials
• 40 — 60 minute on air commercials airing during 6:00 a.m. — 7:00 p.m.
• Monthly 27 minute segments hosted by the CRA
• 4 Sponsorship segments
• 2 live on location segments
JUSTIFICATION:
Section 2, Goal 5, at page 11, of the Plan lists the "[p]romotion and marketing of the community," as a stated
redevelopment goal. Further, Section 2, Principle 6, at page 15, of the Plan provides that in order to "address
and improve the neighbor economy and expand economic opportunities of present and future residents and
businesses[,] ... [it is necessary to] support and enhance existing businesses and ... attract new businesses that
provide needed services and economic opportunities ...".
The Plan at page 128 also allows for the "... distrib[ution of] information regarding community redevelopment to
the community's residents, property owners, elected officials, and activists".

$16,000 allocated from SEOPW Tax Increment Fund, entitled "Advertising" Account No.
10050.920101.548100.0000.00000.
