HomeMy WebLinkAboutCRA-R-16-0001City of Miami Legislation CRA Resolution: CRA-R-16-0001 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 16-00039 Final Action Date: 1/25/2016 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY AUTHORIZING AN EXPENDITURE OF FUNDS IN AN AMOUNT NOT TO EXCEED $16,000 TO AM WMBM 1490 FOR RADIO ADVERTISEMENTS FOR THE CRA TO PROMOTE THE REDEVELOPMENT AREA; AUTHORIZING THE EXECUTIVE DIRECTOR TO DISBURSE FUNDS, AT HIS DISCRETION, ON A REIMBURSEMENT BASIS OR DIRECTLY TO VENDORS, UPON PRESENTATION OF INVOICES AND SATISFACTORY DOCUMENTATION; FURTHER AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE; FUNDS TO BE ALLOCATED FROM SEOPW, "ADVERTISING," ACCOUNT CODE NO. 10050.920101.548100.0000.00000. WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is a community redevelopment agency created pursuant to Chapter 163, Florida Statutes, and is responsible for carrying out community redevelopment activities and projects within its Redevelopment Area in accordance with the 2009 Southeast Overtown/Park West Redevelopment Plan ("Plan"); and WHEREAS, Section 2, Goal 5, at page 11, of the Plan lists the "[p]romotion and marketing of the community," as a stated redevelopment goal; and WHEREAS, Section 2, Principle 6, at page 15, of the Plan provides that in order to "address and improve the neighbor economy and expand economic opportunities of present and future residents and businesses[,] ... [it is necessary to] support and enhance existing businesses and ... attract new businesses that provide needed services and economic opportunities ...;" and WHEREAS, the Plan at page 128 allows for the "... distrib[ution of] information regarding community redevelopment to the community's residents, property owners, elected officials, and activists"; and WHEREAS, significant development is occurring in the Southeast Overtown/Park West Community Redevelopment Area ("Redevelopment Area"); and WHEREAS, it is necessary to inform current and prospective residents and current and prospective business owners about the changes occurring in the Redevelopment Area; and WHEREAS, this Resolution would allow for radio advertisements on AM 1490 WMBM which will include: • 12 - 5 minute live or pre-recorded testimonial and infomercials • 40 - 60 minute on air commercials airing during 6:00 a.m. - 7:00 p.m. City of Miami Page 1 of 2 File Id: 16-00039 (Version: 2) Printed On: 9/16/2022 File Number: 16-00039 Enactment Number: CRA-R-16-0001 • Monthly 27 minute segments hosted by the CRA • 4 Sponsorship segments • 2 live on location segments; and WHEREAS, the Board of Commissioners wishes to authorize the expenditure of funds in an amount not to exceed $16,000 to AM 1490 WMBM for radio advertisements for the CRA to promote the Redevelopment Area; and WHEREAS, the Board of Commissioners finds that adopting this Resolution would further the aforementioned redevelopment goals and objectives; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The Board of Commissioners hereby authorizes the expenditure of funds in an amount not to exceed $16,000 to AM 1490 WMBM for radio advertisements for the CRA to promote the Redevelopment Area. Section 3. The Executive Director is authorized to disburse funds, at his discretion, on a reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory documentation. Section 4. The Executive Director is authorized to execute all documents necessary for said purpose. Section 5. Funds to be allocated from SEOPW Tax Increment Fund, entitled "Advertising," Account Code No. 10050.920101.548100.0000.00000. Said funds were previously allocated by Resolution No. CRA-R-15-0028, and therefore, no new funding is being committed by this Resolution. Section 6.
