Services Agreement with Leo A. Daly
Company for Architectural Services.

BACKGROUND:
The attached Resolution of the Board of Commissioners of the Southeast Overtown/Park West Community
Redevelopment Agency ("CRA") authorizes the execution of a professional services agreement with Leo A. Daly
Company, in an amount not to exceed $400,000, to provide architectural services for a proposed mixed use
apartment building to be located at 1611 N.W. 3rd Avenue, Miami, Florida.
On April 28, 2014, the Board of Commissioners, by Resolution No. CRA-R-14-0035, accepted the property
located at 1611 N.W. 3rd Avenue, Florida from the City of Miami for the purpose of developing additional housing
units within the Redevelopment Area. The CRA has entered into negotiations with Leo A. Daly Company to
perform architectural services for the proposed development which may include: a mixed use five (5) story
multifamily apartment building with approximately 3,000 square feet of retail space on the ground floor and now
seeks authorization to enter into a professional services agreement with Leo A. Daly Company.
JUSTIFICATION:
Section 2, Goal 3 and 4, at page 11, of the 2009 Southeast Overtown/Park West Community Redevelopment
Plan lists the "creati[on of] infill housing, diversity in housing types, and retaining affordable housing," and
"improving quality of life for residents" as a stated redevelopment goals,
Section 2, Principle 9, at page 15, of the Plan states that "[eJstablished neighborhoods are distinguished by
architecture that is indicative of their history, climate, and function." Section 2, Principle 10, at page 16, of the
Plan provides that Is]treets and buildings must be attractive." Further, Section 2, Principle 10 provides that
"[Docks are important to current residents who will feel community pride when receiving pleasant comments
about where they live [and IJooks are important to attracting investors to make other improvements to the
neighborhood."
FUNDING:
$400,000 allocated from SEOPW Tax Increment Fund, entitled "Professional Services" Account No.
10050.920101.531000. 0000.00000.
