BRIEF HISTORY THE CITY OF MIAMI HISTORIC NE POLICE AND COURTHOUSE MUSEUM Ofc.; (305) 329-2513 vry ear.{tistaricblackprecitict.orq Fax (305) 329-2547 The history of Miami's Negro/Black Patrolmen and Courthouse Museum reflects the racial segregation that once extended to every facet of life for the Negro people living in Miami. Negro/Black Police Precinct and Courthouse was established in 1949 in response to a variety of issues. Chief among, them were the growth of the Negro population in Miami, the increased number of Negros registerd to vote, the lack of manpower caused by World War II, and decades ofpressure by religious and community leaders to provide police presence and protection in increasingly overcrowded Negro communities of Overtown and Liberty City. In September 1944, the first Negro Patrolmen were sworn in as "emergency" Patrolmen" to enforce the law in what was then called "Overtown" the "Central Negro District." Designed by renowened Miami architect Walter C, DeGarmo, the Negro/Black Police Precinct and Courthouse building opened in 1950 to provide a station house for the Negro Patrolmen and Courtroom for Negro Judges in which to adjudicate Negro defendants. The Negro/Black Police Precinct and Courthouse building is unique. There is no other known structure in the nation that was .designed, devoted to and opertated as a e.parate station house, jail and muciipal court for Negros, From 1950 to its closing in 1963, the Negro/Black Police Precinct and Courthouse held an essential yet controversial position in the history of Miami race relations. The Negro Americans who served here improved their profession status within both the Negro and White communities, yet continued to be treated as second-class citizens. Pioneering efforts of the "first five Negro" Patrolmen opened the door for hundreds of Negro/African American men and women to become police officers in the Miami Police Department, The Negro/Black Patrolmen struggled for fair treatment and full integration into the police department, demanding the same consideration as Whites for training, promotions, standardized testing, and admittance to the police academy.
