A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
AUTHORIZING A GRANT, IN AN AMOUNT NOT TO EXCEED $115,000.00,
SUBJECT TO CONDITIONS, TO CAMILLUS HOUSE TO UNDERWRITER
PORTION OF COSTS ASSOCIATED WITH THE MIAMI SHELTER PROGRAM;
AUTHORIZING THE EXECUTIVE DIRECTOR TO DISBURSE FUNDS, AT HIS
DISCRETION, ON A REIMBURSEMENT BASIS OR DIRECTLY TO VENDORS,
UPON PRESENTATION OF INVOICES AND SATISFACTORY DOCUMENTATION;
AUTHOR[ZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS
NECESSARY FOR SAID PURPOSE; ALLOCATING FUNDS FROM SEOPW,
"OTHER GRANTS AND AIDS," ACCOUNT CODE NO.
10050.920101, 883000.0000.00000.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA")
is responsible for carrying out community redevelopment activities and projects within its
Redevelopment Area in accordance with the 2009 Southeast Overtown/Park West Redevelopment
Plan ("Plan"); and
WHEREAS, Section 2, Goal 6, at page 11, of the Plan fists, "improving the quality of life for
residents of the Redevelopment Area," as a stated redevelopment goal; and
WHEREAS, the Plan, at page 88, identifies Camillus House as a stated redevelopment project;
and
WHEREAS, the ongoing issues related to homelessness, including chronic homelessness,
have had a deleterious effect on the Redevelopment Area by inhibiting development and adversely
impacting the quality of life of area residents; and
WHEREAS, Camillus House, located at 1603 NW 7th Avenue, Miami, FL, has requested
assistance from the CRA with addressing the aforementioned issues, by contributing funds to the
"Miami Shelter Program" whereby Camillus House would be able to address the aforementioned
issues; and
WHEREAS, Camillus House has a proven track record of helping the homeless population, in
particular the chronic homeless, and that the Miami Shelter Program would further their efforts in this
regard; and
WHEREAS, the Board of Commissioners Wishes to authorize a grant, in an amount not to
exceed $115,000.00, subject to conditions, to underwrite a portion of the costs associated with the
Miami Shelter Program; and
WHEREAS, in furtherance of the aforementioned redevelopment goal, the Board of
Commissioners finds that the goals and objectives of the Plan would be furthered by the provision of

additional services to the homeless in the form of grant provided herein;
NOW, THEREFORE, BE IT RESOLVED BYTHE BOARD OF COMMISSIONERS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated herein as if fully set forth in this Section.
Section 2, The Board of Commissioners hereby authorizes the issuance of a grant, in an
amount not to exceed $115,000.00, to Camillus House, to underwrite a portion of the costs associated
with the implementation of the Miami Shelter Program, provided that a legally binding agreement be
entered into between the City of Miami and Camillus House providing for the rights and responsibilities
of the parties concerning the Miami Shelter Program:
Section 3. The Executive Director is authorized to disburse funds, at his discretion, on a
reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory
documentation,
Section 4, The Executive Director is authorized to execute all documents necessary for said
purpose.
Section 5. Funds are to be allocated from SEOPW Tax increment Fund, "Other Grants and
Aids," Account Code No. 10050.920101.883000.0000.00000.
Section 6. This Resolution shall become effective immediately upon its adoption.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING THE MEMORANDUM OF UNDERSTANDING ("MOU") BETWEEN
MIAMI-DARE COUNTY, THE CITY OF MIAMI ("CITY"), AND THE MIAM.I-DADS
COUNTY HOMELESS TRUST ("HOMELESS TRUST"), ATTACHED AND
INCORPORATED, CONCERNING THE DELIVERY OF SERVICES TO THE
HOMELESS BY THE HOMELESS TRUST AND THE CITY; AUTHORIZING THE
CITY MANAGER TO EXECUTE ANY OTHER DOCUMENTS, INCLUDING BUT NOT
LIMITED TO THE INTERLOCAL AGREEMENT, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, IN .ORDER TO ACCOMPLISH THE INTENT OF THE MOU..
WHEREAS, the Mayor of Miami -Dade County ("County"), the City Manager of the City of Miami
("City"), and the Chairperson of the Miami -Dade County Homeless Trust ("Homeless Trust") signed a
Memorandum of Understanding ("MOU") embodying the general terms andconditions of an
agreement concerning the delivery of services to the homeless by the Homeless Trust and the City;
and
WHEREAS, the City Administration recommends that the City Commission approve the MOU and
authorize the City Manager to execute any other documents, including but not limited to the interlocal
Agreement, in a form acceptable to the City Attorney, in order to accomplish the intent of the MOU.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORI DA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
referenced and incorporated as if fully set forth in this Section.
Section 2. The MOU, attached and incorporated, between the County, the City, and the Homeless
Trust, concerning the delivery of services to the homeless by the Homeless Trust and the City, is
hereby approved,
Section 3. The City Manager is authorized {1} to execute any other documents, including but not
limited to the lnterlocal Agreement, in a form acceptable to the City Attorney, in order to accomplish
the intent of the MOU.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

CONCERNING DELIVERY OF SERVICES REGARDING

TRUST AND CITY OF MIAMI
Purpose and intent. The• purpose and intent of this Memorandum of
Understanding is to provide for the general tens and conditions of an
Agreemen.t'which will be presented by haterlocal Agreement to the Mianai-
Dade County Homeless Trust, Miami -Dade County Board of County
Commissioners, and the: City of Miarni Commission. for approval by their
respective legislative bodies.
(a) Miami -Dade County.
(b) City of Miami.
(c) Mianu-lade County Herreless Triist.
Memorandum. of Understanding. The undersigned parties to this
Memorandum of Understanding. agreo to the following terms regarding
delivery of services to the homeless:
1. Transition. The Miarrm3--bade County Homeless Trust will agree to
provide assistance and appropriate funding for the transition of
homeless persons currently placed on mats, at Camillus House under
the City of Miami Shelter Program. All clients assisted by the
Homeless Trust in•this transition period will be provided. a traditional,
indoor bed .in. compliance with Homeless Trust Standards of Care.
(For the purposes of this Me-moraidum of Understanding and the
Interlocal. Agreement, a "traditional indoor bed" shall mean an indoor
piece of furniture with a mattress used as a location to sleep or relax.)
The Trust and the City Will cooperate in good faith to traasition all
Shelter Program residents prior to the Shelter Program .closing by
October 1, 2015.
2.' City of Miami to Contract for 75 Available Shelter spaces..The
City of Miami. will agree to enter into a contract with Carnil.lus House,
and/or other provider(s), for the provision of seventy-five (75)
"Available Shelter" spaces with traditional beds, for a period of
twelve (12) months from October 1, 2015 through. September 30,
2016. These beds shall exclusively servo referrals of homeless persons
identified by the City of Miami. Police Homeless Coordinator. The
City of Miami Shelter Program will reciuire Camllus, anc for other
provider(s), to provide traditional, indoor beds for all persons served

after Qctober 1, 2015. The contract between the City of Miami and
Camillus House, and/or other provider(s), will provide traditional,
indoor beds which will include the provision: of services to those
homeless 'persons placed into these Available Shelter spaces. Such
services will follow the Continuum of Care standards t6 include at a
minimum, but not be limited to, the use ofthe Homeless Management
Information .System (HISS) to track outcomes; up to three (3) meals a
day; basic case rnaaiageruant, information and/Or referral to ancillary
services, access to basic health, substance abuse, and/or mental health
screening on a voluntary basis,. access to: showers, clothing exchange,
toilet facilities, mail room, library, computers, electrical outlets,
telephones, socialization,. and other recreational activities, assistance
to receive entitlement benefits (Le., SSI, VA, TAB, Medicaid and.
other entitlements), referral to educational, recreational and. vocational
services as appropriate, and referral to transitional and/or advanced
care housing.
3. Homeless Trust to Contract for 75 -emergency shelter beds.
The Miarni Dade County Homeless Trust agrees to procure through ,a
competitive Request for Proposals process for not less than. seventy-
five (75) Emergency Shelter beds for a period of twelve (12) months
effective October 1, , 2015. These beds shall comply with the
Coordinated Assessment and Referral process, and be for referrals of
homeless persons, including unaccompanied men and women, and
single 'women with minor children, referred by a City of 11/1.iami
Commrntity Outreach Program Specialists using' the Coordinated
Entry System. It is understood that these beds will only continue
beyond. October 1, 2016 if the. City of Miami' agrees, not later than
Augast 1, 2016, to continue fimding their seventy-five (75) beds as
contemplated in paragraph 2 of this agreement.
4. Compliance with Addendum. to Settlement Agreement in
.Priti ger v City of Miami. The foregoing, "Available Shelter spaces"
or "Emergency Shelter beds" shall comply with the Addendum to
Settlement Agreement in. the case of Fottinggr v. City of Miami, ie. a
shelter for aperiod of at. least 24 hours, with a traditional, indoor bed.,.
at no cost to the homeless person,. that treats homeless persons with
dignity and respect, imposes no religious requirements, and, unless
agreed to by the homeless person, does not impose involuntary
substance abuse or mental. health treatment as a condatioin for shelter.

Should any party breach this Memorandum. of Understanding, that
party sb.ali have a right to mare the breaoh upon 30 day of vrxtten
notification ofthe breach by the other party.
5..Approval. The parties agree that the intent and. purpose of this
Memorandum, of Understanding is .to draft an. I terio`cal .Agreement
between. tie Miami -Dade County, the City of Miami,, and the Mi.an i.-
Dade County 'Hora.eiess Trust..containing tiger. alia' the foregoing
terms for subi fission to the Miami Dade Gouty Board of County
Caim„sianers, the City of iatni Commission, and the Miami. --Dada
County Homeless Trust for approval.
