BACKGROUND:
It is recommended that the Board of Commissioners of the Southeast Overtown/Park West Community
Redevelopment Agency ("CRA") approve and adopt the attached Resolution, with attachments, recommending
that the Miami City Commission adopt the Master Plan of the Overtown Children and Youth Coalition (Master
Plan) in substantially the attached form.
On April 29, 2013, the Board of Commissioners, by Resolution No. CRA-R-13-0028, approved and adopted a
Resolution recommending that the Miami City Commission establish a children's initiative, pursuant to 409.147,
Florida Statutes, and recommending that the Overtown Children and Youth Coalition ("Coalition") be appointed
to serve as the planning team for said initiative. On October 10, 2013, the Miami City Commission passed a
Resolution in support of the same and the Coalition's application to the State of Florida for Overtown to become
a Florida children's initiative designated community pursuant to Section 409.147, Florida Statutes.
Prior to applying to become a Florida children's initiative designated community, a strategic community plan
must be adopted by the governing body of the Coalition, pursuant to Section 409.147(4)(a)(3)(c), Florida
Statutes. The Coalition has prepared and approved the Master Plan and now seeks adoption of the same by
the Miami City Commission, as governing body for the Coalition.
JUSTIFICATION:
With the enactment of Section 409.147, Florida Statutes, the Legislature has sought to assist disadvantaged
areas within the state in creating a community -based service network that develops, coordinates, and provides
quality education, accessible health care, youth development programs, opportunities for employment, and safe
and affordable housing for children and families within its boundaries. The legislative finds in Section 409.147,
Florida Statutes, in support the establishment of children's initiatives in disadvantaged areas complement the
CRA's redevelopment goals, objective, and principles, including the development of employment opportunities
and the creation and preservation of affordable housing.
The Southeast Overtown/Park West Community Redevelopment Plan, at page 98, recognizes that
redevelopment of the area includes a consideration for the children and youth residing therein, and the condition
of their educational environment.
