SIGNIFICANCE Specific Dates: 1928 Architect: William Arthur Bennet Statement of Si1nificante: The Mount Zion Baptist Church is architecturally significant because it is one of the few examples of the Mediterranean Revival style found in Overtown, a neighborhood within downtown Miami originally known as "Colored Town." The church building also houses one of the oldest and most prominent black congregations in South Florida, founded in 1896. The present church building also possesses important historical associations with the pastorate of Reverend J. R. Evans at the church. The exterior of Mount Zion Baptist Church embodies the distinctive physical characteristics of the Mediterranean Revival style of architecture. The visual composition of the building is architectural noteworthy for its adaptability to the area's climate. The tall ceiling and the placement of the porch along the longer elevation assist in alleviating the impact of the hot climate on the interior. The appearance of the building is also significant because it is one of the most imposing buildings remaining in Overtown, an area with few buildings of any architectural significance. The scale and location of the church make it one of the "anchor" landmarks of the Overtown neighborhood. The present building houses a congregation that was organized on 17 September 1896. The first church building consisted of a palmetto shack located near the courthouse. A frame structure was eventually erected on the present site only to be damaged by the hurricane of 1926. As a result of the damage, the congregation worshipped for two years in a tabernacle built from the wreckage. Construction of the present church building began in 1928, with the congregation worshipping in the basement until 1941, when the sanctuary was finally completed. The present church building was constructed under the direction of Reverend J. R. Evans, one of the most prominent religious leaders of 0vertown. Reverend Evans was born in Brownville, Tennessee, in 1870 and went on to study at Roger Williams College. He became Dean, and eventually president of the college, but preferred the "active ministry" and pastored in several churches in Tennessee and Kentucky. -4- Under his pastorate, which he assumed in 1918, the enrollment of Mt. Zion Baptist Church exceeded 1,400 parishioners. Reverend Evans was also active in the city's interracial and interdenominational activities. He died in 1947. Although the architect of the church has been identified through the application for a building permit, research has not provided any biographical information on him. Relationship to Criteria for Designation: 3. Exemplifies the historical, cultural, political, economic, or social trends of the community. Mount Zion Baptist Church houses one of the oldest and most prominent black congregations in South Florida. Embodies those distinguishing characteristics of an architectural style, or period, or method of construction. Mount Zion Baptist Church embodies the distinctive physical characteristics of the Mediterranean Revival style of architecture and is one of the few examples of the style in Overtown. 7, Contains elements of design, detail, materials or craftsmanship of outstanding quality or which represent a significant innovation or adaptation to the South Florida environment. Deficiency Report for Structural, Electrical and Handicap Accessibility Project: Mount Zion Baptist Church Address: 301 NW 914 Street Miami, FL 33136 To Whom It May Concern: Per the request of Mt. Zion Baptist Church, on April 21, 2015 we performed a preliminary inspection of the site and building to develop the following Deficiency Report. As part of our inspection, we reviewed the structural system; electrical system, life safety system, water intrusion problems and handicap accessibility. Items detailed in this report and the attached preliminary probable cost of construction aro intended to depict items and a budget to bring the existing facility into minimum code compliance and to satisfy the pending 40 year recertification. Qualification: Zamarr T. Brown, RA, LEED AP is a registered Florida Architect #92013 and Principal Architect of Design2Form General Description: The 3-story structure is 22,855 square feet and presenting has a religious use. The structure / building is constructed of 8" reinforced concrete masonry exterior walls with concrete structural columns, reinforced concrete floor structure and wood truss roof structure. The building also has a bell tower located at the corner of the building. General Procedures: The inspection began at the exterior and continued through the interior. The condition of the interior finished surface of the plaster walls and ceiling were visually observed. The exterior walls, columns and beams were visually observed. The roof was also visually observed. Limitations: 1. No concealed spaces were exposed to view other than the crawl space. 2. No laboratory tests were performed. 3. No attempt was made to confirm or verify the original structural design or to perform an exhaustive analysis of the structural system. Based on our inspection, we found the following deficiencies: Minimum Handicap Accessibility Deficiencies. 1. The restrooms in the basement are do not provide facilities which comply with current Florida Accessibility Code. 1915 NW 171 Street, Miami. Zion Baptist Church Deficiency Report May 15th, 2015 Pagc 2 of 3 Recommendation: Engage an Architectural / Engineer to prepare drawings to retrofit the male and female restroom facilities to meet full compliance. Concurrently while the drawings and specification are being prepared, a General Contractor and Construction Manager at Risk should be engage to provide cost estimating services and construction phase services. Observations: The basement has several ramps for handicap accessibility which engrosses a large amount of floor area. The ramps could be removed and replaced with handicap lifts to provide accessibility and additional floor area. H. Structural System Deficiencies: 1. Several structural columns in the basement displayed medium to large size cracks which require repair. 2. The bell tower has spalling concrete which require repairs 3. Sporadic locations have sign of spelling concrete. Recommendation; Engage an Architectural / Structural Engineer to prepare drawings and specifications for the necessary structural concrete repair. Concurrently while the drawings and specification are being prepared, a General Contractor and Construction Manager at Risk should be engage to provide cost estimating services and construction phase services. Hi. Electrical and Life Safety Deficiencies: 1. Several life safety devices (emergency lights .and exit signs) were not properly work. 2. A fire alarm is not installed in the facility. 3. Parking Lot does not have sufficient tight illumination. 4.. The exterior emergency metal stairs (north side of building) has areas with rust. Recommendation: Engage an Architectural / Engineering Firm to prepare Fire alarm drawings and engage a fire safety company to service all emergency lights and exit signs. The exterior emergency metal stairs should be thoroughly inspected to determine the structural integrity. Recommendation: Verify if the roof is under warranty. If the roof has no warranty, then 1 to 3 roofing company should be engaged to obtain quotes to repair the roof and to replace the roof system. An Architect or roofing consultant should be engaged to inspect and prepare roof specifications.
