"REVOLT Film Festival"

BACKGROUND:
REVOLT TV will host its second annual international music conference titled the "Revolt Music Conference"
("RMC"). The conference will take place Thursday, October 15 through Sunday, October 18, 2015 at the world
famous Fontainebleau in Miami Beach, Florida. RMC will also host its first annual REVOLT Film Festival ("Film
Festival") at The Historic Lyric Theater Cultural Arts Complex ("Lyric Theater") on Sunday, October 18th, 2015 as
part of the RMC. The weekend long event will bring some of the great minds of the entertainment industry
together with technology leaders, brand marketers, producers, young film makers, and artists who wiil speak on
how to understand and navigate the constantly evolving entertainment and music business,
The attached Resolution of the Board of Commissioners of the Southeast Overtown/Park West Community
Redevelopment Agency ("CRA") authorizes a grant in an amount not to exceed $150,000, to Horizon
International Group, Inc., to underwrite costs associated with the Film Festival.
The goal of the Film Festival is three -fold: 1) to promote the Southeast Overtown and Park West
Redevelopment Area to potential investors attending the annual RMC conference 2) to support cultural affairs
and cultural facilities like the Lyric Theater, and 3) to support small local businesses within the Redevelopment
Area. During the Film Festival, residents of the Redevelopment Area, along with attendees of the RMC, will be
invited to the Lyric Theater for a full day of indoor and outdoor festive activities that will include musical and
artist showcases and film screenings. The Film Festival will include a "Young Film Maker's Showcase" that will
feature a young and upcoming film makers contest showcasing the best short films produced and directed by
aspiring millennia's ranging from 18-25 years old.
Additionally, RMC will provide twenty (20) internship opportunities to youth from the Redevelopment Area, ages
14-24. The youth will have the opportunity to work closely with industry professionals, such as production
assistants, videographers, and news reporters during the RMC and the Film Festival.
JUSTIFICATION:
Section 2, Goal 5, at page 11, of the 2009 Southeast Overtown/Park West Community Redevelopment Plan
("Plan") lists the "[p]romotion and marketing of the community," as a stated redevelopment goal.
Section 2, Principle 6, at page 15-16, of the Plan lists the promotion of "local cultural events, institutions, and
businesses," and "restor[ing] a sense of community and unify[ing] the area culturally," as stated redevelopment
principles.
Page 108 of the Plan states that one of "[t]he goals for making capital improvements within the Redevelopment
Area [is ... to eradicate the visual blight seen from streets and public places within the CRA to upgrade the
appearance to attract new investors and development".
