A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY ("CRA")
AUTHORIZING A GRANT, IN AN AMOUNT NOT TO EXCEED $80,000, TO
THEURBANCOLLECTIVE, INC. TO UNDERWRITE COSTS ASSOCIATED WITH A
THEMATIC ART EXHIBITION WITHIN THE REDEVELOPMENT AREA; FURTHER
AUTHORIZING AN EXPENDITURE OF FUNDS, IN AN AMOUNT NOT TO EXCEED
$20,000 FOR CRA EXPENSES RELATED TO THE PROGRAMING OF
ART -RELATED EVENTS WITHIN THE REDEVELOPMENT AREA DURING THE
2015 ART BASEL; AUTHORIZING THE EXECUTIVE DIRECTOR TO DISBURSE
FUNDS, AT HIS DISCRETION, ON A REIMBURSEMENT BASIS OR DIRECTLY TO
VENDORS, UPON PRESENTATION OF INVOICES AND SATISFACTORY
DOCUMENTATION; AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE
ALL DOCUMENTS NECESSARY FOR SAID PURPOSE; FURTHER AUTHORIZING
THE EXECUTIVE DIRECTOR TO APPROVE BUDGET MODIFICATIONS UNDER
THE GRANT, PROVIDED THAT THE OVERALL AMOUNT OF THE GRANT
FUNDING APPROVED BY THE BOARD OF COMMISSIONERS IS NOT
INCREASED; FUNDS TO BE ALLOCATED FROM SEOPW TAX INCREMENT FUND,
ENTITLED "OTHER GRANTS AND AIDS," ACCOUNT CODE NO,
10050.920101.883000.0000.00000.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is
a community redevelopment agency created pursuant to Chapter 163, Florida Statutes, and is
responsible for carrying out community redevelopment activities and projects within its Redevelopment
Area in accordance with the 2009 Southeast Overtown/Park West Redevelopment Plan ("Plan"); and
WHEREAS, Section 2, Goal 5, at page 11, of the Plan lists the "[p]romotion and marketing of
the community," as a stated redevelopment goal; and
WHEREAS, Section 2, Principle 6, at page 15, of the Plan lists the promotion of "local cultural
events, institutions, and businesses," as a stated redevelopment principle; and
WHEREAS, Section 2, Principle 14, at page 16 of the Plan also lists "restor[ing] a sense of
community and unify[ing] the area culturally," as a stated redevelopment principle; and
WHEREAS, TheUrbanCollective, Inc. has developed "Art Africa Miami Arts Fair 2015", a
thematic art exhibition featuring a collection of contemporary art -work from Africa and its Diaspora; and
WHEREAS, the above referenced entity and the CRA have requested funding to promote the
Redevelopment Area during 2015 Art Basel by holding an exhibition and other art -related events which
would serve to attract visitors and highlight the area's cultural heritage; and
WHEREAS, the Board of Commissioners wishes to authorize a grant, in an amount not to exceed
$80,000, to TheUrbanCollective, Inc. to underwrite costs associated with a thematic art exhibition

within the Redevelopment Area;
WHEREAS, Board of Commissioners also wishes to authorize an expenditure of funds, in an
amount not to exceed $20,000, for CRA expenses related to the programing of art -related events
within the Redevelopment Area during the 2015 Art Basel; and
WHEREAS, the Board of Commissioners finds that such a grant would further the
aforementioned redevelopment goals and objectives;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
SOUTHEAST OVERTOWNIPARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The Board of Commissioners hereby authorizes the issuance of a grant, in an
amount not to exceed to $80,000, to TheUrbanCollective, Inc. to underwrite costs for a thematic art
exhibition within the Redevelopment Area.
Section 3. The Board of Commissioners further authorizes the expenditure of funds, in an
amount not to exceed $20,000 for CRA expenses related to the programing of art -related events within
the Redevelopment Area during the 2015 Art Basel.
Section 4. The Executive Director is authorized to disburse funds, at his discretion, on a
reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory
documentation.
Section 5 The Executive Director is authorized to execute all documents necessary for the
purposes set forth above.
Section 6. The Executive Director is authorized to approve budget modifications under the
grant, provided that the overall amount of the grant funding authorized by the Board of Commissioners
is not increased.
Section 7, Funds are to be allocated from SEOPW Tax Increment Fund, entitled "Other
Grants and Aids," Account Code No. 10050.920101.883000.0000.00000.
Section 8. This Resolution shall become effective immediately upon its adoption,
