Woods, Ill Executive Director Date: September 21, 2015 File: 15-00927 Subject: Resolution Authorizing a Grant and an Expenditure for CRA Art Basel related activities References: Enclosures: Supporting Documentation; Legislation BACKGROUND: Art Basel is one of the largest annual cultural exhibitions of contemporary art in Miami Beach. Leading art galleries from North America, Latin America, Europe, Asia, and Africa showcase art work from renowned modern and contemporary artist, as well as emerging artists. The attached Resolution of the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") authorizes a grant in an amount not to exceed $80,000, to TheUrbanCollective, Inc., to underwrite costs associated with "Art Africa Miami Arts Fair 2015" ("Art Africa"), a thematic art exhibition within the Redevelopment Area during the 2015 Art Basel. This is the 5th year TheUrbanCollective, Inc. will be hosting Art Africa in Overtown. The exhibition will feature fine art -work of 20 contemporary artists from the Global African Diaspora housed in a 5,000 square foot exhibition pavilion themed around art and culture from Africa and its Diaspora. Art Africa will begin on Wednesday, December 2"d with a VIP opening reception for the press and will be open to the public Thursday, December 3rd through Sunday, December 6th The attached Resolution of the Board of Commissioners of the CRA also authorizes an expenditure of funds, in an amount not to exceed $20,000 for CRA expenses related to the programing of art -related events within the Redevelopment Area during the 2015 Art Basel. The CRA requests said funds to enhance locally organized Art Basel activities taking place within the Redevelopment Area during the 2015 Art Basel exhibition. The expenditure will be utilized to attract visitors and residents to the Redevelopment Area in an effort to promote Overtown as a cultural destination. JUSTIFICATION: Section 2, Goal 5, at page 11, of the 2009 Southeast Overtown/Park West Community Redevelopment Plan ("Plan") lists the "[p]romotion and marketing of the community," as a stated redevelopment goal. Section 2, Principle 6, at page 15-16, of the Plan lists the promotion of "local cultural events, institutions, and businesses," and "restor[ingj a sense of community and unify[ing] the area culturally," as stated redevelopment principles. FUNDING: $100,000 allocated from SEOPW Tax Increment Fund, entitled "Other Grants and Aids" Account No. 10050.920101.883000.0000.00000.
