Subject: Resolution Authorizing an Interlocal Agency
Agreement Allowing the CRA to Contribute to
the Extension of the South Florida Regional
Transportation Authority Rail into Downtown
Miami.

BACKGROUND:
It is recommended that the Board of Commissioners adopt the accompanying Resolution authorizing the
Executive Director to execute an Interlocal Agency Agreement ("Agreement"), in substantially the attached form,
by and between The City of Miami, the Southeast Overtown/Park West Community Redevelopment Agency
("CRA"), and the South Florida Regional Transportation Authority ("SFRTA"), allowing the CRA to contribute an
amount not to exceed $17,528,000.00 to SFRTA for the proposed extension of the SFTRA rail service to
Downtown Miami, with the terms and conditions as more specifically set forth in said Agreement,
JUSTIFICATION:
Section 2, Goal 6, at page 11, of the Southeast Overtown/Park West Community Redevelopment Agency Plan
("Plan") lists "improving quality of life for residents" as a stated redevelopment goal.
The Plan at page 25, states that "[s]uccessful urban environments are supported by a variety of mobility
choices, thereby affording residents the freedom to move about comfortably, whether on foot, bicycle, via transit
or automobile [and] areas designed primarily around the automobile do not provide the level of mobility and
access necessary to create vibrant places with an active street life. Further, pages 30-36 describe the creation
of rail vehicles, narrow gage rail, and a community intermodal system in the Redevelopment Area and recognize
the need for the CRA to be a funding participate with the City of Miami and Miami -Dade County to support these
transportation initiatives.

Funding allocated pursuant to the terms and conditions detailed in the attached Interlocal Agency Agreement.
