Subject Resolution Accepting the Selection
Committee's Recommendation for
Architectural Services for Miscellaneous
Projects.

The attached Resolution of the Board of Commissioners of the Southeast Overtown/Park West Community
Redevelopment Agency ("CRA") accepts the selection committee's recommendation for architectural services
for miscellaneous projects for CRA owned properties.
On April 7, 2015, the CRA issued Request for Proposals ("RFP") 15-04 for architectural services for
miscellaneous projects for CRA owned properties. On June 9, 2015, the CRA received four (4) responses to
RFP 15-04. On June 29, 2015, a selection committee consisting of Xavier Vega, CRA Grants Administrator,
Renee A. Jadusingh, CRA Staff Attorney, and Brian Zeltsman, Director of Architecture and Development met to
evaluate the aforementioned proposals, and recommends that proposals be ranked as follows:
1. Leo A. Daly
2. Design2Form
3. A+S Architects Planners, P.A.
4. United Architects, Inc.
Once accepted, the CRA intends to utilize these firms on a rotating basis for miscellaneous architectural
projects for properties owned by the CRA that arise for time to time. Pursuant to the RFP, the first project will be
offered to the top ranked firm, subject to funding availability, the negotiation of a Professional Services
Agreement, and CRA Board approval. If negotiations fail with any one firm, the CRA will begin negotiations with
the next available firm on the list.
The CRA intends to maintain the unique features and architecture in the Southeast Overtown area. Further, the
CRA will encourage new development within the context of the history of Southeast Overtown and Park West
and allow for new development to acknowledge past traditions.
It is recommended that Board of Commissioners accept the selection committee's recommendation.
JUSTIFICATION:
Section 2, Goal 1, at page 11, of the Southeast Overtown/Park West Community Redevelopment Agency Plan
("Plan") lists the "[p]reserv[ation of] historic buildings and community heritage" as a stated redevelopment goal.
Section 2, Principle 9, at page 15, of the Plan states that "[e]stablished neighborhoods are distinguished by
architecture that is indicative of their history, climate, and function."
FUNDING:
The Resolution does not commit funding.
