June 30, 2015 Fi{ Subject RFQ 15-04 References: Architectural Service for Miscellaneous Projects Enclosures: Selection Committee Scoring Sheets On April 7, 2015, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") issued Request for Qualifications ("RFQ") No. 15-04 for Architectural Services for Miscellaneous Projects. On June 9, 2015, the CRA received four (4) responses to RFQ No. 15-04 from the following proposers: 1. Design2Form 2. A + S Architects Planners P.A. 3. United Architects, Inc 4. Leo A. Daly On June 29, 2015, a selection committee consisting of: Xavier Vega CRA Grants Administrator; Renee Jadusingh, CRA Staff Counsel, and myself, met to evaluate the aforementioned proposals, and ranked the proposals as follows: 1. Leo A. Daly 2. Design2Form 3. A+S Architects Planners, P.A. 4. United Architects, Inc. As you know, the intent of this RFQ is to procure 3-5 qualified architectural firms which the CRA may use for miscellaneous projects as they arise, and on a rotating basis. As per the RFQ, the first available project for which architectural services are required would be offered to the top ranked firm, subject to negotiations of a professional services agreement, and ultimately Board approval. The next available project would be offered to the next firm on the list, and so on. Should negotiations of any agreement fail, the CRA would of course retain the right to move to the next available firm on the list. Since there were 4 responses to this RFQ, and each firm's response has been deemed responsive and responsible, it is my recommendation that all 4 firms listed above be included in the pool of available firms for use on future CRA projects. WOODS, RI Executive Director 2.1. Purpose The CRA is seeking to procure the services of at least 3-5 qualified architectural firms to provide professional services for miscellaneous new construction and renovation/rehabilitation projects within the CRA's redevelopment area. Once the RFQ process is complete, the CRA intends to utilize services of these firms on a rotating basis. The CRA will contact the qualified architectural firms as projects become available to negotiate an Agreement. The Proposer's team shall consist of the following disciplines: o Lead Architect o Project Manager o Civil, Structural, and MEP Engineers o Landscape Architect o CADD Technician o Miscellaneous Consultants as needed 2.2. Scope of Services The selected firms must have the capability to provide architectural services on a wide range of tasks, on a wide range of building types. Historically, a large portion of CRA projects have involved renovations and rehabilitations of existing commercial and residential buildings. However, the CRA does have plans for a new 5-story mufti -family mixed -use building as well as a parking structure within the redevelopment area. CRA projects could range from a small interior build -out of a 500s.f. retail bay at a shopping center, to a multi -story residential development. Successful Proposers will provide examples of successfully completed projects which should include examples of various types of new and renovation/rehabilitation projects including multi -family residential, retail, restaurants, plazas and open spaces, parking garage structures and surface lots, along with site analysis and pre -design services.
