Woods, III Executive Director BACKGROUND: Date: July 17, 2015 File: 15-00738 Subject: Resolution Authorizing a Professional Services Agreement with "Weed -A -Way, Inc." for Landscaping Services. References: Enclosures Supporting Documentation; Legislation The attached Resolution of the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") authorizes the execution of a professional services agreement with Weed -A - Way, Inc., in an amount not to exceed $50,000, to provide landscaping maintenance services to CRA owned/maintained properties for a period of one (1) year. The CRA owns certain properties and seeks to ensure the proper maintenance of rights -of -way throughout the Redevelopment Area by providing regular landscaping maintenance. Thus on April 8, 2015, the CRA issued Request for Proposals ("RFP") 15-03 for landscaping maintenance services for CRA owned/maintained properties. On May 12, 2015, the CRA received five (5) responses to RFP 15-03. On May 21, 2015, a selection committee consisting of Miguel A. Valentin, CRA Financial Officer, Nathaniel Joseph, CRA Business Development Assistant, and Brian Zeltsman, Director of Architecture and Development met to evaluate the aforementioned proposals, and ranked the proposal received from Weed -A -Way, Inc. as the top ranked proposer. It is recommended that Board of Commissioners accept the selection committee's recommendation. JUSTIFICATION: Section 2, Goals 4 and 6, at page 11, of the Southeast Overtown/Park West Community Redevelopment Agency Plan ("Plan') lists the "creati[on of] jobs within the community" and "improving quality of life for residents" as stated redevelopment goals. Section 2, Principle 10, at page 16, of the Plan provides that "[s]treets and buildings must be attractive." Further, Section 2, Principle 10 provides that "[I]ooks are important to current residents who will feel community pride when receiving pleasant comments about where they live [and l]ooks are important to attracting investors to make other improvements to the neighborhood." This Resolution carries out these objectives. FUNDING: $50,000 allocated from SEOPW Tax Increment Fund, entitled "Other Contractual Services" Account No. 10050.920101.534000.0000.00000.
