Agreement with Harold A. Johnson
Consulting Group, Inc. to Perform Contract
Compliance and Monitoring Services for the
Miami WorldCenter Project.

The attached Resolution of the Board of Commissioners of the Southeast Overtown/Park West Community
Redevelopment Agency ("CRA") authorizes the execution of a Professional Services Agreement with Harold A.
Johnson Consulting Group, Inc. to perform contract compliance and monitoring services for the Miami
WorldCenter mixed -use development project (''Project"), for the duration of the Project, in an amount not to
exceed $430,000 per year, plus approved expenses not to exceed $20,000 per year.
On April 27, 2015, the Board of Commissioners, by Resolution No. CRA-R-15-0014, accepted the
recommendation to select Harold A. Johnson Consulting Group, Inc. as the top ranked proposer to perform
contract compliance and monitoring services for the Project pursuant to The Miami WorldCenter Economic
Incentive Agreement, and authorized the Executive Director to negotiate a Professional Services Agreement
with Harold A. Johnson Consulting Group, Inc. for said service.
Based on the CRA's negotiations, it is recommended that the Board of Commissioners approve and adopt the
attached Resolution.
JUSTIFICATION:
Chapter 163.370(2)(a), Florida Statutes, requires the CRA, through its Executive Director, to make and execute
contracts necessary to effectuate the purposes and provisions of the Southeast Overtown/Park West
Community Redevelopment Plan.
Pursuant to Section 3.1.1.12 of The Miami WorldCenter Economic Incentive Agreement, Miami World Center
developers agreed that, "[p]rior to the issuance of any construction permits for any Improvement (excluding
Tenant improvements and Existing Improvement Renovations), a SBE-Construction Services certified firm shall
be retained by the CRA and designated to: (a) monitor the job requirements set forth in Sections 3.1.1.1(i),
3.1.1.2, 3.1.1.3, 3.1.1.4, 3.1.1.5, 3.1.1.6, 3.1.2, and 3.1.3; (b) certify compliance with the requirements of
Sections 3.1.1.1(i), 3.1.1.2, 3.1.1.3, 3.1.1.4, 3.1.1.5, 3.1.1.6, 3.1.2, and 3.1.3; and (c) prepare the Participation
Reports required by Section 3.1.1.7 on behalf of the Master Developer and the Retail Developer, as appropriate.
The Master Developer or the Retail Developer, as appropriate, shall reimburse the CRA for the costs incurred
by the CRA to retain the SBE-Construction Services firm to monitor the job requirements, certify compliance
with the requirements, and prepare the Participation Reports within thirty (30) days of written demand from the
CRA."
This Resolution carries out these objectives.
