BACKGROUND:
The attached Resolution of the Board of Commissioners of the Southeast Overtown/Park West Community
Redevelopment Agency ("CRA") accepts the recommendation to select Harold A. Johnson Consulting Group,
Inc. as the top ranked proposer to perform contract compliance and monitoring services for the Miami
WorldCenter mixed -use development project, and authorizes the Executive Director to negotiate a Professional
Services Agreement with Harold A. Johnson Consulting Group, Inc. for said service.
On December 29, 2014, the Board of Commissioners, by Resolution No. CRA-R-14-0078, authorized the
execution of an economic incentive agreement ("Agreement") with Miami First, LLC, Miami Second, LLC, Miami
Third, LLC, Miami Fourth, LLC, Miami All, LLC (collectively "Master Developer"), and Forbes Miami N.E. 1st
Avenue, LLC ("Retail Developer") in connection with the development of Miami WorldCenter mixed -use project.
As an inducement to the CRA's grant of financial assistance, Master Developer and Retail Developer agreed to
develop reliable resources for community outreach to provide new job opportunities during both construction
and operations phases of the project.
In order to monitor compliance with the Agreement, on February 25, 2015, the CRA issued Request for
Qualifications ("RFQ") 15-01 for Contract Compliance and Monitoring Services for the Miami WorldCenter
project. On March 30, 2015, the CRA received three (3) responses to RFQ 15-01. On April 9, 2015, a selection
committee consisting of Brian Zeltzman, CRA's Director of Architecture and Development, Renee A. Jadusingh,
Esq., CRA's Staff Counsel, and Janelle Adderley, CRA's Marketing Coordinator met to evaluate the
aforementioned proposals, and ranked the proposal received from Harold A. Johnson Consulting Group, Inc. as
the highest ranked proposer.
JUSTIFICATION:
Section 3.1.1.12 of The Miami WorldCenter Economic Incentive Agreement, states that, "[p]rior to the issuance
of any construction permits for any Improvement (excluding Tenant Improvements and Existing Improvement
Renovations), a SBE-Construction Services certified firm shall be retained by the CRA and designated to: (a)
monitor the job requirements set forth in Sections 3.1.1.1(i), 3.1.1.2, 3.1.1.3, 3.1.1.4, 3.1.1.5, 3.1.1.6, 3.1.2, and
3.1.3; (b) certify compliance with the requirements of Sections 3.1.1.1(i), 3.1.1.2, 3.1.1.3, 3.1.1.4, 3.1.1.5,
3.1.1.6, 3.1.2, and 3.1.3; and (c) prepare the Participation Reports required by Section 3.1.1.7 on behalf of the
Master Developer and the Retail Developer, as appropriate. The Master Developer or the Retail Developer, as
appropriate, shall reimburse the CRA for the costs incurred by the CRA to retain the SBE-Construction Services
firm to monitor the job requirements, certify compliance with the requirements, and prepare the Participation
Reports within thirty (30) days of written demand from the CRA."
