Contracting Corp. (HACC) appreciates the opportunity to submit our qualifications for The Design Build and Relocation Services, Town Park Plaza South Rehabilitation. H.A. Contracting Corp. (HACC) was founded in 1983, by Henry Angelo, III and his brother Nicholas Angelo. It is a local family owned business that represents four generations of General Contractors with a combined total of over 150 years of exclusively public sector contract experience. H.A. Contracting Corp. has successfully completed over 2000 construction projects in south Florida, all bonded, public sector (State, County, municipal and federal) work. Our work history includes but is not limited to, substantial renovation, new construction, Design Build, HVAC retrofit, historical restoration, structural repairs, additions, tenant improvements and site civil work. Over two hundred of these projects were at "occupied" educational facilities for the school boards of Dade, Broward and Palm Beach Counties. All projects were completed on time and for the budgeted amount with no claims. HACC has teamed with Allequez Architecture, Inc as our Design Professional and with MAGBE Consulting Services Inc. as our sub -consultant for tenant relocation. This combination makes our team a dynamic force to meet and exceed the expectations of the Miami Community Redevelopment Agency. HACC has been a state licensed Design Build Firm (AA26001486) since 2007. HACC is also state licensed as a: General Contractor (CGC 010703), Engineering Contractor (CUC 056875) and Electrical Contractors (EC13004193). Our performance and payment bonds are provided by the Hartford Insurance Company with bonding capability at 15 million single and 30 million aggregate. HACC has been a bonded contractor since its inception in 1983. There have been no claims against our bonds, no record of meaningful litigation and no liquidated damages assessed in our 31 year history. Our client list includes, but is not limited to the, Dade County Department of Housing and Urban Development, The Broward County Housing Authority, the Delay Ray Beach Housing Authority, the Ft. Lauderdale Housing Authority, Miami Dade College, School Board of Broward County, Miami Dade County Public Schools, The School District of Palm Beach, The City of Miami Beach, The City of Miami, United States Air Force, United States RFQ Design Build & Relocation Services Town Park Plaza South Rehabilitation 5 Proposal Letter/Narrative Corp of Engineers, Miami Dade County, Miami Dade Water and Sewer Authority and Palm Beach County. Maintain all records and execute all necessary county forms In summary, HACC is uniquely qualified to perform as the Design Build Firm for this project. We are unique because of our experience. We contracted exclusively for HUD from 1983, until HUD (approximately1996) privatized their property management. We are the only firm, still in business, that can make that statement. Our long history and extensive variety of projects, has provided us with extensive knowledge of local conditions. Our experience has helped us develop an intimate knowledge of all divisions of the CSI index. We have successfully completed a number of Design Build Renovation projects of Multi Family Housing, educational facilities and Commercial Offices. We have an extensive network of local subcontractors that allows us to negotiate the best price service and terms. We are unique in that over our twenty eight year history of working in the public sector, we have: 1. No claims against our bonds 2. No meaningful litigations 3. Never been assessed liquidated damages 4. Successfully completed every one of our projects We value our business reputation and the quality of the work we do. Selecting HACC will provide the MCRA, with an established firm that has been and will continue to be, a fixture in the community. The selection of H.A. Sincerely, H.A. ontractin Henry Angel President( RFQ Design Build & Relocation Services Town Park Plaza South Rehabilitation 6 Design and Construction Approach The following project management procedures will be implemented by HACC for this contract and will be uti- lized throughout the duration of the process for each of the project(s) issued. Coordination of the Team and CRA Staff will be done together. A kick off meeting will be conducted for the entire project team members 1. establish the general parameters for the project and establish lines and the design firm as well as creating a neighborhood and tenant 2. to review the program 3, scope, schedule and budget 4. to identify applicable codes, standards and regulatory authorities 5. to define key issues 6. And to establish operational procedures. This will be done through our discovery workshops. Collaborative Team Approach — During the initial planning & programming process of every project the Team applies a highly collaborative & interactive process working closely with the client to define the project & set design objectives. Central to this process is our methodology of working with the client through focus groups & planning sessions to gather data, develop concepts & build consensus. We will develop the program requirements & test concepts uncovered at interview sessions to help establish a design direction. These meetings are scheduled, well -organized & opportunities for bringing the experts from the CRA to work with experts from our team. To be effective, the work session must be a series of organized meetings with the appropriate staff. The information is recorded and is then easy to organize & distributed. This "story boarding" technique often stimulates additional ideas & concepts from users. This approach will allow your staff to provide immediate response to any concepts & design ideas as they develop but most importantly this approach is consis- tent with our philosophy of early problem seeking & problem solving. Scope of Services: . The purpose of the meeting will be to: of communication between the owner representative liaison Pre -design services including evaluation of building systems and conditions. During this Phase our team will perform forensic investigation of the architectural, structural, mechanical, plumbing, site civil, and life safety elements of the facilities. Our team will bring in our engineers and sub -consultants to evaluate all elements of the facilities. Determination of scope of work in conjunction with CRA and Town Park Plaza South After our review of the existing condition we will schedule workshops with each consultant and the CRA. At this point we will provide our recommendation of the scope of work that is to be performed. Cost Determiniation The cost of the project will be developed over time through the following phases Conceptual Budget- At the conclusion of the Pre -Design Service we will prepare a conceptual budget. This RFQ Design Build & Relocation Services Town Park Plaza South Rehabilitation 32 Design and Construction Approach will be reviewed with the CRA during individual workshops performed during the Pre -Design Services Schematic Design - After the scope is agreed upon by the team we will then proceed with the Schematic Design Drawings. Once these drawings are complete we will provide a detail 16 division CSI estimate for review. A schematic design meeting will take place with the CRA to review the drawings and the schematic design estimate. At the conclusion of the meeting all parties will have their issues and concerns heard and adjustments will be made to the documents and to the budget. 50% Construction Documents - The team will issue to all parties 50% Construction Documents for review by the CRA. We will then provide a detail 16 division CSI Estimate for review. A A 50% Construction document meeting will take place with all parties. At this time will collaborativelly review the drawings and the cost estimate. At the conclusion of this meeting all parties will have their issues and concerns heard and adjustments will be made. At the end of this phase the team will have the scope and cost defined and there will only be minor adjustments. 100% Construction. Documents - The team will issue to all parties 100% construction documents for review by the CRA. We will first have a workshop meeting with the CRA to review the complete set of documents. At the conclusion of the meeting we will put the 100% construction documents out for hard bid to our Pre -Qualified Subcontractors and Vendors. HACC will set up a workshop and advertise to local vendors and minority business owners within a 10 mile radius of the project. At the completion of the bid HACC will have a Final Estimate for the CRA to review. Permit Drawings - The team will issue permit drawings to all parties for review by the CRA. The Permit Drawings will be submitted to all local and state municipalities for review and permit. HACC will use its permiting consultant to ensure all documentation is submitted correctly and to help expedite the process. During the permitting process we will begin our submittal process and procurring any long lead items. This will give us a head start on ordering material and equipment. This will ensure a swift mobilization process once the permit is issued, Scheduling The key component for ensuring a successful project and the completion of all the required scope of work is to maintain a detailed and comprehensive program schedule and construction schedule. Upon inception of the project, H.A. Contracting Corp. shall create and maintain detailed critical path program schedule. Using Prima- vera 6 Enterprise Project Manager Scheduling Software, we will create a detailed program schedule. Included in this will be all phases from the inception of the project to final acceptance. Once the 100% construction docu- ments our issue we will create a detailed Construction Critical Path Schedule. This will included all tasks associ- ated with the construction process. It will include construction milestones, construction tasks, and substantial completion for the different units. During the construction project our project manager will prepare detailed monthly schedule that will be issued every two weeks. It is a useful tool for all parties to identify what tasks will be per- formed throughout the week. Our procedure and scheduling standards 1. Schedule most incorporates the owner's input and expectations. 2. Sensible and achievable activity sequence and durations 3. Proper allocation and distribution of resources 4. Adequate allowances for permitting, submittals and shop drawings 5. Prioritizing deliveries of long lead items 6. Schedule most incorporate our Quality Control Review 7. Adequate time for Resident Relocation Project schedules are submitted to all subcontractors. They are required to review, provide input and approve the construction schedule. The construction project schedule is an enforceable part of our subcontract agreement. Subcontractors and material suppliers are instructed to immediately provide submittals for all "special materials" requiring extensive delivery times. This process is started at the same point in time the Project Schedule is being developed. The balance of the material submittals are made no later than the mobilization phase of the project. Timely project delivery for our clients is one of H.A. Contracting Corp.'s highest priorities along with the CRA's satisfaction, and exceeding your expectations. You have our pledge to meet, if not exceed, your published project schedules. The key to a successful project is creating a schedule that adheres to these principals. The value of a schedule goes far beyond determining the duration of a project. Resource allocations, resource leveling, cash flow analysis, activity coordination and productivity monitoring are only possible if based on a reliable schedule. The CRA can be assured that H.A. Contracting Corp. shall create, manage and coordinate a schedule to help ensure the success of the project. Building Information Modeling H.A. Contracting Corp. is willing and very much capable of implementing our Building Information Modeling Procedures. Building Information Modeling allows us to create 3 Dimensional Drawing of the existing facility. These drawings will be used in house in order for us to identify any potential clashes of different MEP and Struc- tural Elements that will be going into the project. BIM allows you to detect and correct these issues before you even step out into the field. This Procedure can save time and money throughout the duration of the project. H.A. Ms. Abad has successfully administered over 25 Federal Grants for USHUD; she has developed, implemented and monitored community educational programs as well as developed seminars and community trainings for non-profit organizations and their board of directors. Ms. Abad is an excellent facili- tator and project manager, who led to the creation ofa coalition of 21 resident councils from Miami-Dade's Public Housing community. This effort resulted in winning various grants totaling $2.IM for the resident councils. The program's goal was to strengthen public housing resident participation for self-sufficiency. For the past 19 years, Ms. de Pedro -Gonzalez has held key roles in all areas of government and public admin- istration, offering a strategic advantage in the ability to assist organizations to meet their operational and busi- ness revenue goals. Ms. de Pedro-Gonzalezis an expert in policy procedure development, grant & RFP writing, strategic planning and program implementation and evaluation. The cost of maintaining and operating a facility must undergo dose scrutiny. HACC will conduct Life Cycle Cost Analysis of alternative systems and architecture. Carefully planning a building's orientation, openings, and weatherproofing can significantly add to the value of a project. Building systems must also be carefully scrutinized. Chillers, heaters, generators and so on must be analyzed for their efficiency, maintenance, replacement cost, heat production and noise production.
