BACKGROUND:
The attached Resolution of the Board of Commissioners of the Southeast Overtown/Park West Community
Redevelopment Agency ("CRA") authorizes a grant, in an amount not to exceed $120,000, to Headliner Market
Group, Inc. ("HMG") to underwrite costs associated with the production of the 2015 Overtown Music & Arts
Festival ("Festival"), scheduled to occur on July 25, 2015.
Established in 2001, HMG is a promotions and marketing company that has successfully produced numerous
music industry -related events, including the 2014 Overtown Music and Arts Festival, Given such success, HMG
seeks to leverage its experience and industry contacts in order to attract visitors to the Southeast
Overtown/Park West Redevelopment Area for purposes of stimulating the local economy.
The Board of Commissioners has previously supported the HMG in its production of the Overtown Music & Arts
Festival in 2014, as authorized by Resolution No. CRA-R-14-0019. This year, the Festival is scheduled to occur
on July 25, 2015 along N.W. 3ra and N.W. 2"d Business Corridor Avenues between N.W. 9th and 11th Streets
during the hours of 11 a.m. to 6 p.m. Admission to the Festival would be free and the grounds will be
transformed into a showcase of local vendors highlighting their artwork, local food, and local services.
Additionally, two stages will feature national and local music artist. The genre of music will be Gospel and R &
B, in homage to Overtown's rich music history. Lastly, in furtherance of the Festival's family -friendly
atmosphere, a dedicated "Kid Zone" will be presented by Teens Exercising Extraordinary Success, which will
introduce the youth to arts and culture through specially designed hands on activities.
JUSTIFICATION:
Section 2, Goal 5, at page 11, of the Southeast Overtown/Park West Community Redevelopment Plan ("Plan")
lists the promotion of "local cultural events, institutions, and businesses," as a stated redevelopment goal.
Further, Section 2, Principle 14, at page 16, of the Plan provides for the "resto[ration of] a sense of community
and unification in] the area culturally," as a stated redevelopment principle.
FUNDING:
$120,000 allocated from SEOPW Tax Increment Fund, entitled, "Other Grants and Aids," Account Code No.
10050.920101.883000.0000.00000.
