BACKGROUND:
The attached Resolution of the Board of Commissioners of the Southeast Overtown/Park West Community
Redevelopment Agency ("CRA") authorizes a grant, in an amount not to exceed $1,250,000, to Harlem Square,
LLC ("Grantee") for the construction of 'Harlem Square", a supper clubllounge, located at 173 N.W. 11th Street,
Miami, Florida 33136 ("Property").
The existing structure located at the Property is in significant need of repair and is a blight in the community. In
response, Grantee has developed "Harlem Square", a supper club/lounge, to be located at Property ("Project").
This Project will be an adaptive reuse of the existing structure which was the former home of the legendary
Clyde Killens, a famous entertainment promoter from the Overtown area.
The Grantee anticipates that the Project will create new job opportunities within the Redevelopment Area. As
an inducement to the CRA's grant of financial assistance, Grantee agrees to provide new job opportunities
during both construction and operations phases. Construction of "Harlem Square" will benefit the
Redevelopment Area by eliminating the blight created by the existing structure and creating new jobs in the
community.
JUSTIFICATION:
Section 2, Goal 4 and 6, at page 11, of the Southeast OvertownfPark West Community Redevelopment Agency
Plan ("Plan") lists the the "creati[on of] jobs within the community" and "improving quality of life for residents" as
a stated redevelopment goals.
Section 2, Principle 4, at page 14, of the Plan provides that "employment opportunities be made available to
existing residents ... ". Further, Section 2, Principle 9, at page 16, of the Plan provides that "...buildings of
architectural merit should be adapted to new needs and creatively reused" and Section 2, Principle 14, at page
16, of the Plan provides for "restor[ation] of community and unif[ication of the] area culturally", as stated
redevelopment principles.

$1,260,000 allocated from SEOPW Tax Increment Fund, entitled "Grants and Other Aids" Account No.
10060.920101.883000.0000.00000.
