the historical contribution of Black Miami.
When a city starts a rebirth it's usually with the reminder of things that made it great. Overtown
has been put on the back burner for the last 40 years. However, Headliners has taken on the task
of reviving and re -branding Historic Overtown to its' former glory, once known as "Little
Broadway" and a place where real musicians could feel at home and "juke all night", as noted
by the Miami Herald.
For years, Overtown has been eerily quiet. There are more vacant lots than buildings on the
stretch of NW 2 Avenue that once gleamed with lights 50 years ago. If you stand in the blighted
tunnels under the highway that decimated the neighborhood, the only sounds you hear are of
the cars rolling over to Miami Beach.
There is a propensity to toss Overtown to the side when it comes to the next great development.
When cities fathers rammed the giant concrete pillars and spanned two looming highways
through Overtown in the 1960's, they also dug the heart out of Miami's black community and
scattered it to the margins, ultimately destroying a vibrant music scene the likes in which Miami
hasn't seen since. Ask Clarence Reid who was one of the writers for TK records. "Legend Sam &
Dave started here. A beauty by the name of Lena Horn lives here. Sam Cook and James Brown
made Miami a second home. Ray Charles made his first records in Overtown. Jazz flourished,
and blues resounded. There were dozens of clubs in Overtown. The action also brought in white
musicians and music fans, creating a racial mix quite unique for the time in segregated south."
It is as I come before this body of Commissioners I ask for your help and support to open the first
Jazz lounge and diner in Overtown. Not only will we be adding 100+ construction jobs, but we
will also be participating in the further development of Overtown. With the culinary institute
being implemented on 3rd Ave we will also be able to employ 25+ people from Overtown in
diner which will rotate three shifts, morning, afternoon & evenings. It's something when you can
say that you live and work in your community, this helps to bring about ownership and pride.
We feel that this is one small step to reclaim and have the community feel a part of the change
happening in Overtown.
One of the other things we want to do is to start a community program where we provide job
training to 15-20 youth, in an effort to prepare them for job placement. We also would like to hire
skilled workers from community. We will issue a call for carpenters, plumbers, electricians,
masons, painters, gardeners', and laborers.
The economic impact will be in favor of the community and give hope to the small business
minds as well as spur redevelopment in a blighted area.
