BACKGROUND:
The attached Resolution of the Board of Commissioners of the Southeast Overtown/Park West Community
Redevelopment Agency ("CRA") authorizes a grant, in an amount not to exceed $1,000,000, to Peoples Drug
Store, Inc. ("Grantee") for the rehabilitation of "People's Bar-B-Que" a full service bar-b-que restaurant located at
360 N.W. 8 h Street, Miami, Florida 33136 ("Property").
"People's Bar-B-Que" has been located in the Redevelopment Area since 1961 and has employed several
residents over the years.
The Property is in significant need of repair and rehabilitation in order to sustain its business operations, provide
restaurant services to the Redevelopment Area, and provide employment opportunities to the residents of the
Redevelopment Area. In an effort to remedy this need, the Grantee has requested financial assistance from the
CRA in order to undertake rehabilitation of the Property.
JUSTIFICATION:
Section 2, Goal 4 and 6, at page 11, of the Southeast OvertownlPark West Community Redevelopment Agency
Plan ("Plan") lists the the "creati[on of] jobs within the community" and "improving quality of life for residents" as
a stated redevelopment goals.
Section 2, Principle 4, at page 14, of the Plan provides that "employment opportunities be made available to
existing residents ...". Further, Section 2, Principle 9, at page 16, of the Plan provides that "...buildings of
architectural merit should be adapted to new needs and creatively reused" and Section 2, Principle 14, at page
16, of the Plan provides for "restor[ation] of community and unif[ication of the] area culturally", as stated
redevelopment principles.

$1,000,000 allocated from SEOPW Tax Increment Fund, entitled "Grants and Other Aids" Account No.
10050.920101.883000.0000.00000.
