HomeMy WebLinkAboutCRA-R-14-0075City of Miami Legislation CRA Resolution: CRA-R-14-0075 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 14-01283 Final Action Date: 12/29/2014 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY AUTHORIZING A GRANT, IN AN AMOUNT NOT TO EXCEED $1,000,000, TO PEOPLES DRUG STORE, INC., FOR THE REHABILITATION OF "PEOPLE'S BAR-B-QUE", A FULL SERVICE BAR-B-QUE RESTAURANT IN THE REDEVELOPMENT AREA, LOCATED AT 360 N.W. 8TH STREET, MIAMI, FLORIDA 33136; AUTHORIZING THE EXECUTIVE DIRECTOR TO DISBURSE FUNDS, AT HIS DISCRETION, ON A REIMBURSEMENT BASIS OR DIRECTLY TO VENDORS, UPON PRESENTATION OF INVOICES AND SATISFACTORY DOCUMENTATION; FURTHER AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE; FUNDS TO BE ALLOCATED FROM SEOPW TAX INCREMENT FUND, ENTITLED "OTHER GRANTS AND AIDS," ACCOUNT CODE NO. 10050.920101.883000.0000.00000. WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is a community redevelopment agency created pursuant to Chapter 163, Florida Statutes, and is responsible for carrying out community redevelopment activities and projects within its Redevelopment Area in accordance with the 2009 Southeast Overtown/Park West Redevelopment Plan ("Plan"); and WHEREAS, Section 2, Goal 4, at page 11, of the Plan lists the the "creati[on of] jobs within the community", as a stated redevelopment goal; and WHEREAS, Section 2, Goal 6, at page 11, of the Plan lists "improving quality of life for residents", as a stated redevelopment goal; and WHEREAS, Section 2, Principle 4, at page 14, of the Plan provides that "employment opportunities be made available to existing residents ..."; and WHEREAS, Section 2, Principle 14, at page 16, of the Plan further provides for "restor[ation] of community and unif[ication of the] area culturally"; and WHEREAS, Peoples Drug Store, Inc. ("Grantee"), located at 360 N.W. 8th Street, Miami, Florida 33136 ("Property"), is a full service bar-b-que restaurant within the Redevelopment Area; WHEREAS, the Property is in significant need of repair and rehabilitation in order to sustain its business operations, provide restaurant services to the Redevelopment Area, and provide employment opportunities to the residents of the Redevelopment Area; and WHEREAS, the Grantee has requested assistance from the CRA in order to undertake the City of Miami Page 1 of 2 File Id: 14-01283 (Version: 1) Printed On: 10/7/2022 File Number: 14-01283 Enactment Number: CRA-R-14-0075 rehabilitation of the Property; and WHEREAS, the Board of Commissioners wishes to authorize a grant, in an amount not to exceed $1,000,000 for the rehabilitation of the Property; and WHEREAS, the Board of Commissioners finds that such a grant would further the aforementioned redevelopment goals and principles; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The Board of Commissioners hereby authorizes a grant, in an amount not to exceed to $1,000,000, to Peoples Drug Store, Inc., for the rehabilitation of "People's Bar-B-Que", a full service bar-b-que restaurant within the Redevelopment Area located at 360 N.W. 8th Street, Miami, Florida 33136. Section 3. The Executive Director is authorized to execute all documents necessary for the purposes set forth above. Section 4. The Executive Director is authorized to disburse funds, at his discretion, on a reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory documentation. Section 5. Funds are to be allocated from SEOPW Tax Increment Fund, entitled "Other Grants and Aids," Account Code No. 10050.920101.883000.0000.00000. Section 6.
