Dear Commissioner Hardemon;
Transition, Inc. is a Miami -based non-profit organization founded 43 years ago to provide
job training and job placement services to ex -offenders. This organization has a long track
record of helping ex -offenders overcome the single biggest obstacle to their successful re-
entry into society - finding and maintaining a job.
We are requesting a $50,000 grant for general operating support to enable Transition to
continue its service to the ex -offender community.
Like most non-profit organizations, Transition has experienced a reduction in funding from
both the public and private sectors. To meet the new financial constraints, several
positions were eliminated and some key staff members resigned. Despite these challenges
of losing funding and staff, Transition remained true to its mission and continued providing
services, albeit at a reduced capacity, successfully placing over 400 ex -offenders in jobs
each year.
While the programs and services thrive, financially the organization continues to struggle.
Some of this is a carryover from the failure to adjust quickly enough to the recession in the
late 2000's; the situation is also aggravated by the restriction that its current contracts and
grants have on covering administrative expenses.
With the $50,000 grant, the Transition can immediately stabilize its operation and begin to
rebuild its infrastructure so more ex -offenders can be served. At the height of its history,
Transition placed an average of 1,200 ex -offenders a year, and with the increased number
of inmates being released annually from Florida prisons, the need is greater than ever for
re-entry services to the offender community.

With the long -needed and much -anticipated development scheduled to break ground in
Overtown over the next few years, Transition will play a key role in assuring that Overtown
residents and ex -offenders get their share of the jobs that the construction projects will
generate.
Transition proposes placing an additional 240 ex -offenders and community residents in
jobs with a $250,000 grant from the City or CRA. A full proposal and budget for this
expansion of services is attached.
Thank you in advance for your consideration of these two requests: 1) a one-time grant for
$50,000 for operating support and 2) a $250,000 grant to expand job placement services to
the Overtown and ex -offender community. Transition has served this community for over
40 years. and with your support we will continue to see ex -offenders rebuild their lives
upon their release when given new hope that meaningful employment offers.

The CRA grant of S5O,000 would support the work of Transition's job training and job placement services
to ex -offenders and Overtown residents. Transition's team of employer specialists and career advisors
work one-on-one with individuals looking for employment and provide the necessary training and
supportive services to ensure successful job placements. Supportive services include bus passes,
referrals for housing and child care, counseling, and assistance with any other barriers to that make it
difficult for clients to obtain and retain meaningful employment. The staff at Transition also works with
employers, providing federal bonding and on-the-job training (OJT) funds which reimburses employers
90% of their gross cost of training new hires.
