Woods, III eal References: Executive Director Enclosures: Supporting Documentation; Legislation BACKGROUND: The attached Resolution of the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") approves the budget of Creative Commercial Insight and Restorations, Inc. ("CCIR") as the highest ranked proposer to Request for Proposals No. 14-04 ("RFP"), in an amount not to exceed $102,000, to design and implement a mural on the 3rd Avenue Metrorail Guideway located on N.W. 3rd Avenue and N.W. 11th Street, Miami, Florida ("Project"). The art installation at the Metrorail Guideway on N.W. 3`d Avenue and N.W. 11th Street, Miami, Florida is significantly faded and in need of a new and more permanent installation. Completion of the Project will serve to avoid the Guideway from becoming a blight on the community. On June 30, 2014, the Board of Commissioners ("Board"), by Resolution No. CRA-R-14-0047, authorized a Cali to Artists for the Project and further authorized the Executive Director to award the Project to the highest ranked artist. The Board further requested an itemized budget be presented to the Board approval. In addition to designing and implementing the mural, the highest ranked artist will be responsible for engaging the community in the design of the mural, removing all existing mural installation, and developing and overseeing a maintenance plan for the preservation of the mural. On September 18, 2014, the CRA issued the RFP seeking an artist or team of artists to design the Project. On October 21, 2014, the CRA received two (2) proposals in response to the RFP. A selection committee met on October 29, 2014 to evaluate the aforementioned proposals and ranked the proposal received from Creative Commercial Insight and Restorations, Inc. as the highest ranked proposer, and thereafter awarded the CCIR the Project. JUSTIFICATION: Section 2, Goal 1, at page 11, of the Southeast Overtown/Park West Community Redevelopment Agency Plan ("Plan") lists "[p]reserving ... community heritage" as a stated redevelopment goal. Section 2, Principle 10, at page 16, of the Plan acknowledges that "streets and buildings must be attractive," and "sound urban design, attractive buildings and streetscapes are essential to having streets that are functional and visually attractive". Further, Section 2, Principle 14, at page 16, of the Plan provides that "a sense of community [should be restored] and the area unified culturally". FUNDING: $102,000 allocated from SEOPW Tax Increment Fund, entitled "Other Grants and Aids" Account No. 10050.920101.883000.0000.00000.
