This project is one of several initiatives aimed at enhancing the 3rd Avenue Business Corridor, while promoting art in public spaces, encouraging pedestrian traffic to local businesses and commemorating the culture and heritage of Historic Overtown. In turn, the mural is expected to serve as a visual landmark and should accurately reflect the spirit and history of the Overtown community. COMMUNITY ENGAGEMENT The selected artist will be responsible for creating and implementing a community engagement plan. Prior to designing the mural, the artist will be expected to meet with the community to creatively identify or initiate dialog around community issues. The CRA will be responsible for assisting the artist with organizing the necessary community dialogues and meetings. DESCRIPTION OF ARTWORK Mural designs will be reflective of the community, the neighborhood, and their identity. The mural will constitute an independent work of art. The artist will be responsible for obtaining prior written approval and related releases to incorporate a portrait of any living person into the mural. The artwork may be applied, sprayed or painted on the wall using high quality paints. SELECTED ARTISTS/ARTIST TEAM RESPONSIBILITIES 1. The mural must be an original work of art. 2. The selected artist will be required to enter into an agreement with the CRA. 3. The artist will be required to design a community engagement plan, and implement same within the time frame set forth in the agreement. 4. Based upon the feedback received from the community engagement, the artist will be required to prepare renderings of at least two mural designs for review by the CRA. (One will be approved by CRA) 5. The artist will be required to remove the existing mural installation. 6. The artist will be required to utilize high quality materials that ensure durability and longevity. 7. The artist shall be required to adhere to the timeframe set forth in the agreement. 8. Given that the mural is to be installed on property owned by Miami -Dade Coun the artist will be required to obtain written clearance from Miami -Dade County Transit to perform any work on the mural. g. The artist will be required to develop and implement a "maintenance plan" for the preservation of the mural, wherein the materials and processes to be used are described in detail, as well as a schedule of maintenance included. The artist shall be required to issue a warranty to the CRA for any maintenance for a minimum period of two (2) years. PROJECT TIME FRAME The selected artist will be expected to successfully complete the installation of the mural within four (4) months following the execution of the agreement. The anticipated time frame will be modified to account for any inclement weather. SELECTION CRITERIA The selected artist(s) will be chosen by a committee and will be evaluated based on: • The quality of work and creativity in the submitted materials and proposed design, visual and technical sophistication; • The quality of past work and relevant experience; • The ability to produce durable outdoor art; • The overall budget, which must reflect all costs associated with the design and installation of the mural, including but not limited to: design fees, research, materials, fabrication, scaffolding, permits, installation, insurance; • The existence of additional confirmed funding commitments; and • A proven ability to coordinate with project managers, design professionals and community residents and stakeholders. The artist(s) selected will be notified in writing as to the committee's selection. The CRA reserves the right to accept any proposal deemed to be in the best interest of the CRA, to waive any irregularities, omissions, and/or technicalities in any proposal, or to reject any or all proposals and to re -advertise for new proposals. SUBMISSION PROCESS Artist(s) interested should submit one (1) unbounded copy of its proposal in accordance as described herein. Said proposal must be submitted in a sealed envelope and deliver to the following address: The Office of the City Clerk City of Miami 350o Pan American Drive Miami, Florida 33133 Submissions are due no later than Tuesday, October 21, 2014 at n:oo A.M.The submission package shall include the following documents: 1. A Letter of Interest - This letter should state your interest in the project, and convey the artistic intent, colors, and style of work in designing the mural. Highlight relevant past experience on projects of similar budget and scope, include any experience with community engagement and how the proposed design will reflect Overtown. 2. Itemized Budget - Provide an itemized budget of all costs and materials. The project budget should include the all fees and costs associated with the design and installation of the mural, including the costs of removing the existing vinyl wrapping, preparation of the surface to ensure strong adhesion for durability and longevity, repairs to the wall (if necessary), application of all materials to paint the mural and any other associated cost. 3. Artist Maintenance Plan - Provide an explanation or description of the materials and processes to be used and a schedule of required maintenance. 4. Concept and Design - Provide a sample of the proposed mural on a 24x 36 inch foam core or similar material suitable for public display. A colored rendering of the proposed design for the artwork in JPG format is also acceptable. List the names of all colors to be used, as well as the type and manufacturer of the paint. 5. Professional Resume - Include mural art experience and reference information for similar projects previously completed. 6. Electronic Images - Provide up to 5 digital images of most recent artwork work on a CD. AGREEMENT TERMS As discussed above, the selected artist shall be required to enter into an agreement with the CRA. Said agreement shall require the presentation of certificates of liability insurance by the selected artist, and indemnification of the CRA for work performed in connection to the Project. Lastly, funds shall not be advanced, but rather shall be disbursed to the selected artist on a reimbursement basis, or directly to vendors upon presentation of invoices and other documentation satisfactory to the CRA in its sole discretion. Using art as a platform, (CCIR) is designed and committed to completely implementing public art in communities like Overtown that may not be aware of such services available. With this in mind, this letter will serve the purpose of our request to apply for a grant for the proposed new" Yesterday and Forever" Northwest llth Street and 3rd Avenue on the Metrorail Overpass), in Overtown. I view this opportunity as a privilege to be considered for this project. As a professional artist and muralist I understand the value of public art murals and will work closely in collaboration with your staff to meet the project specifications. With no discrepancy, my experience and keen insight will capture the voice and beauty of Overtown's pioneers to convey a liberated message to the world. (CCIR-Addonis Parker) has been a part of Miami -Dade County's Art in Public Places (ARP) established vendor pool since 2008 and, as such, has helped our program maintain and restore various public artworks located throughout Miami -Dade Transit (MDT) facilities. Sorne of these projects include the restoration of Purvis Young's Untitled mural at the Northside Metrorail Station in 2011, both George Greenamyer's 16 Smokes at the Dadeland South Metrorail Station and Dale Eldred's Sun Stations at the Coconut Grove Metrorail Station in 2012, and Gene Kangas' Tracks at the Allapattah Metrorail Station in 2014. CCIR was able to comply with acquiring the required permits and identifications from MDT to fulfill the scopes of work as necessary. The objective of this project is to visually enhance the Business Corridor, promote public art spaces and to pay tribute to the late pioneers who were trailblazers for the progression in Overtown's historical advancement. With this in mind, maintenance is essential and very vital for outdoor art installations. 1. Wall will be carefully examined for cracks, chips or any abrasions for possible (future) complications 2. Prepping wall for surfacing (making smooth) 3. Sealer will be added for longevity 4. 2 Prime coats from Valspar Ultra Exterior Satin White Latex -Base Paint and Primer in One with Mildew -Resistant Finish. 5. My company will use the exterior high grade (Pratt and Lambert ) Paint Company. 10 to 15 yr. warranty for high sunlight and UV exposer. 6. if any part of mural should fade or show early sign of weathering / these simple steps will be taken immediately. 1. CREATIVE COMMERCIAL "Yesterday and Forever" Project SCOPE OF SERVICES The Southeast Overtown / Park West Community Redevelopment Agency ("SEOPW CRA") seeks, located on NW 3rd Avenue and 11th Street on the metro rail guide way in Overtown. The objective of this project is to visually enhance the Business Corridor, promote public art spaces and to pay tribute to the late pioneers who were trailblazers for the progression in Overtown's historical advancement. The existing mural has been damaged by long term sun exposure and is in need of a complete restoration. The scope of work between the SEOPW CRA and the Artist, Addonis Parker, CEO of Creative Commercial Insight and Restoration is unique. Mr. Parker ("Grantee), has restored murals and sculptures for well-known artist such as Romero Britto (Grapeland Park Water Sculptures) , The Late Oscar Thomas (Prince of Peace Mural on NW 62nd Street and NW 7th Avenue) and George Greenamyer (16 Smokes Sculpture- Dadeland South Metro Rail Station). SCOPE OF WORK: 1) Grantee shall permanently install a hand painted mural honoring the late Pioneers and local businesses, located along the Metrorail guide on NW 3rd Avenue and 11th Street (northern and southern walls). 2) Grantee shall provide the SEOPW CRA and the City of Miami (Commissioner Hardeman) with a proposed design / layout in color, including the selection of exterior mural paint prior to commencing work. The final design shall be approved by the SEOPW CRA Executive Director and Chairman of the Board. 3) Grantee shall coordinate with the Department of Miami Dade County Transit and the SEOPW CRA to obtain access to the work area. 4) Grantee shall completely remove the existing mural due to the long term exposure and da to the wall. 5) Grantee shall hire up to five (4) residents of Overtown to assist with the removal of the existing mural (dilapidated film paper). 6) Grantee shall utilize high quality materials including paint, that is durable and can with stand long term sun exposure. 7) Grantee shall place a high-tech UV protectant coating on the mural to block moisture and prevent corroded or oxidized surfaces. 8) Grantee shall coordinate a final walkthrough and inspection of the Tribute Mural ("Yesterday and Forever") with the SEOPW CRA Director and the Chairman of the Board prior to completion to make any changes or adjustments. 9) Grantee shall complete the Tribute Mural ("Yesterday and Forever") in 5 months, commencing on the date when the grant is signed, factoring in weather conditions not conducive to the scope of services. PROGRAM RESTRICTIONS: Grantee shall adhere to the following program restrictions: 1.
