of Overtown Community Center.

BACKGROUND:
The attached Resolution of the Board of Commissioners of the Southeast OvertownfPark West Community
Redevelopment Agency ("CRA") selecting Pioneer Construction Management Services, Inc. as the lowest
responsive and responsible bidder Invitation to Bid No. 14-03 for the renovation and rehabilitation ("project") of
the Overtown Community Center, formerly Ebenezer Methodist Church, 300 N.W. 11t" Street, Miami Florida
33136 ("site"). This Resolution also authorizes the expenditure of additional funds, in the amount of $2,000,000,
for a total amount not to exceed $3,500,000 for the project.
Built in 1947, the site was originally built to house one of the oldest congregations of Overtown throughout the
early years of the twentieth century. The Property is also architecturally significant in that it represents an
example of twentieth century Gothic Revival styling and is one of only a few buildings of its kind in Overtown and
surrounding areas. The Board of Commissioners, by Resolution No. CRA-R-10-0026, passed and adopted on
December 6, 2010, authorized the purchase of the Property for its continued preservation and rehabilitation.
The CRA wishes to see the site actively programmed and has allowed the Miami Dade College to operate its
Hospitality and Culinary Institute at the site; however, the site is in need of rehabilitation.
The Board of Commissioners, by Resolution No. CRA-R-10-0102, passed and adopted on December 6, 2010,
authorized an expenditure of funds in an amount not to exceed $1,500,000, for the interior demolition and build -
out of the site. In an effort to secure additional funding for the renovation, the CRA, with the assistance of the
City of Miami and Miami Dade College, applied for a grant in the amount of $900,000 from the U.S. Department
of Commerce's Economic Development Administration ("EDA"), for the adaptive re -use and rehabilitation of the
site. EDA issued the grant award to the CRA on October 1, 2013 and the Board of Commissioners, by
Resolution No. CRA-R-13-0064, passed and adopted on October 24, 2014, accepted said grant from the EDA.
On July 24, 2014, the CRA issued Invitation to Bid ("ITB") No. 14-03 for Construction Management Services at
the site. Six (6) bids were received by the CRA. Pioneer Construction Management Services, Inc. was selected
as the lowest responsive and responsible bidder.
JUSTIFICATION:
Section 2, Goal 1, at page 11, of the Southeast Overtown/Park West Community Redevelopment Agency Plan
("Plan") lists the "preserv[ation of] historic buildings and community heritage". Further, Section 2, Principle 8, at
page 15 of the Plan provides that "[o]Ider buildings that embody the area's cultural past should be restored."
The Plan, at pages 89-90, also describes the Ebenezer Methodist Church as being historically significant, and
encourages the renovation of such buildings throughout the Redevelopment Area.
