A RESOLUTION THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY SELECTING
PIONEER CONSTRUCTION MANAGEMENT SERVICES, INC. AS THE LOWEST
RESPONSIVE AND RESPONSIBLE BIDDER TO ITB NO. 14-03, TO PERFORM
THE RENOVATION AND REHABILITATION OF OVERTOWN COMMUNITY
CENTER, FORMERLY THE HISTORIC EBENEZER METHODIST CHURCH 300
N.W. 11TH STREET, MIAMI, FLORIDA 33136 ("PROJECT"); FURTHER
AUTHORIZING AN EXPENDITURE OF ADDITIONAL FUNDS, IN THE AMOUNT OF
$2,000,000, FOR A TOTAL NOT TO EXCEED $3,500,000 FOR THE PROJECT;
AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS
NECESSARY FOR SAID PURPOSE; AUTHORIZING THE EXECUTIVE DIRECTOR
TO DISBURSE FUNDS, AT HIS DISCRETION, ON A REIMBURSEMENT BASIS OR
DIRECTLY TO VENDORS, UPON PRESENTATION OF INVOICES AND
SATISFACTORY DOCUMENTATION; FUNDS TO BE ALLOCATED FROM SEOPW
TAX INCREMENT FUND, ENTITLED "CONSTRUCTION IN PROGRESS,"
ACCOUNT CODE NO. 10050.920101.670000.0000.00000.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA")
is a community redevelopment agency created pursuant to Chapter 163, Florida Statutes, and is
responsible for carrying out community redevelopment activities and projects within its
Redevelopment Area in accordance with the 2009 Southeast Overtown/Park West Redevelopment
Plan ("Plan"); and
WHEREAS, Section 2, Goal 1, at page 11, of the Plan lists the "preserv[ation of] historic
buildings and community heritage," as a stated redevelopment goal; and
WHEREAS, Section 2, Principle 8, at page 15, of the Plan provides that "[o]Ider buildings that
embody the area's cultural past should be restored," as a stated redevelopment principle; and
WHEREAS, the Plan, at pages 89-90, describes the Ebenezer Methodist Church as a being
historically significant building, and encourages renovation of such buildings throughout the
Redevelopment Area; and
WHEREAS, built in 1947, Ebenezer Methodist Church, 300 N.W. 11th Street, Miami, Florida
33136 ("site") was originally built to house one of the oldest congregations of Overtown, served as a
social hall for a variety of functions, and is currently in a dilapidated condition and in need of
rehabilitation; and
WHEREAS, the Board of Commissioners, by Resolution No. CRA-R-10-0026, passed and
adopted on May 13, 2010, authorized the purchase of the site for its continued preservation and

rehabilitation; and
WHEREAS, the Board of Commissioners, by Resolution No. CRA-R-10-0102, passed and
adopted on December 6, 2010, authorized an expenditure of funds in an amount not to exceed
$1,500,000, for the interior demolition and build -out of the site; and
WHEREAS, on October 1, 2013, U.S. Department of Commerce's Economic Development
Administration awarded a reimbursable grant, in an amount not to exceed $900,000, to the CRA for
the adaptive re -use and rehabilitation of the site; and
WHEREAS, on July 24, 2014, the CRA issued Invitation to Bid ("ITB") No. 14-03 for
Construction Management Services at the site ("Project"); and
WHEREAS, six (6) bids were received by the CRA in response to ITB No. 14-03; and
WHEREAS, the CRA has determined Pioneer Construction Management Services, Inc.
("Pioneer") to be the lowest responsive and responsible bidder; and
WHEREAS, the Board of Commissioners wishes to select Pioneer as the lowest responsive
and responsible bidder; and
WHEREAS, the Board of Commissioners also wishes to authorize an expenditure of
additional funds, in the amount of $2,000,000, for a total not to exceed $3,500,000 for the Project;
and
WHEREAS, the Board of Commissioners finds that the adoption of this Resolution would
further the aforementioned redevelopment goals and objectives; and
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The Board of Commissioners hereby selects Pioneer Construction
Management Services, Inc. as the lowest responsive and responsible bidder.
Section 3. The Board of Commissioners hereby authorizes an expenditure of additional
funds, in the amount of $2,000,000, for a total not to exceed $3,500,000 for the Project.
Section 4. The Executive Director is authorized to execute all documents necessary for
the purposes set forth above.
Section 5. The Executive Director is authorized to disburse funds, at his discretion, on a
reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory
documentation.

Section 6. Funds are to be allocated from SEOPW Tax Increment Fund, entitled
"Construction in Progress," Account Code No. 10050.920101.670000.0000.00000.
Section 7. This Resolution shall become effective immediately upon its adoption.
