To whom It may concern
I, Herman Payne am requesting financial assistance from the CRA for business space at Overtown
Shopping Center located at 1490 N.W. 3rd Ave unit 1.10, My barber shop, Caring Touch has been serving
the Overtown community since before 1959, in 1961, I came from Alabama and attended The Miami
Barber College, where I received my license to practice as Master Barber.
I've mastered my barbering skills In the Overtown community at DEWX Barbershop an llth Street and
2nd Avenue, then Atlantic barbershop on llth Street and 2nd Avenue, and finally at International
Barbershop 10th Street and 3rd Avenue . My present work place in the Overtown area is Caring Touch
Barbershop, which I opened In 2000, l wanted to create a place of quality and care for the men and
women to serve the residence of Overtown.

Caring Touch Barbershop is a family owned business that was founded by Herman Payne Jr in
November of 2000, Caring Touch is projected to be an upscale old/new world barbershop that will
offer progressive Gentleman and woman services, in which the customer can sit back, relax and
experience the "Up Scale" Art of grooming and services in a clam atmosphere. The services provided
are Hair cutting, shaves, shampoo, natural hair maintenance, hair braiding, and wig applications. There
will also be Classes for future barbers throughout the outreach programs within the Dade county high
school system. It will be a program to give the youth to learn, apply and experience the skills in having
professionalism and customer service, Caring Touch is aimed to an exclusive market and a discerning
customer base, and will add a tremendous value to the Nei -town community while offering a
combination of "Up Scale Services" not currently being offered in the Overtown Downtown area. We
intend to be profitable by increasing ow client base through becoming a high sought after destination.
Our goal, beyond becoming a profitable business, is becoming a trusted destination whereby the
clients in our community can come and refresh their minds and bodies, replenish their energy, and
enjoy their experience to World class Completion.

Caring Touch is a full service hair experience for men and women dedicated to consistently providing
the upscale services with high quality products, while enjoying and relaxing the atmosphere at an
acceptable price/value relationship.

Caring Touch is considered an upscale fill -service barber shop- services for Men and women with
needs with all natural hair services. We offer a relaxed atmosphere with a complimenting wide range
of services,

• Shaves; Traditional straight edge razor shaves, hot towels, and balm treatment
• Men's Services; Essential Facials and peels
• Hair removal: Hair removal on the neck, nose, back, ears, etc.

• Kids Services: Haircuts, kids braiding
• Shoe shines: Shoe shine service
MANAGEMENT
The management philosophy of Caring Touch is based on caring for our employees, respect for every
client, and individual responsibility. Caring Touch shop's success is dependent on the warmth, care
and uniqueness of it's atmosphere which is generated by fiin loving and professional employees. The
management will consist of owners and assistant mangers (if deemed necessary). We will hire only
those who will demonstrate the caring touch qualities necessary for working in a professional
environment with the willingness to move forward to continuing education, We will be Hiring people
persons that can provide an upscale and well-rounded service.
The management staff are as follows

for 53 years since 1961.
