BACKGROUND:
The attached Resolution of the Board of Commissioners of the Southeast Overtown/Park West Community
Redevelopment Agency ("CRA") accepting the recommendation to select St. John -Mastermind Town Park North
as the top ranked firm to perform the renovation and rehabilitation of Town Park Plaza North Condominium
Complex, and authorizing the Executive Director to negotiate with St. John -Mastermind for the renovation and
rehabilitation of Town Park Plaza North ("Project"). This Resolution also approves a relocation plan for the
temporary relocation of residents at Town Park Plaza North during the performance of the Project. This
Resolution also authorizes additional funding, in an amount not to exceed $11,700,000.00, to Town Park Plaza
North Condominium Association, Inc. for the Project.
Built in 1973, Town Park Plaza North is a residential housing complex consisting of 20 buildings and 169
condominium units. The condition of Town Park Plaza North poses significant risk of health and safety to its
occupants, and in turn, extensive rehabilitation is needed, as evidenced by structural cracks, unsecured railings,
deteriorating plumbing, rotting wood, and outdated electrical wiring. In response to these conditions, the CRA's
Board of Commissioners passed Resolution No. CRA-R-13-0068 which authorized the issuance of a grant, in an
amount not to exceed $3,333,333.00, to Town Park Plaza North Condominium Association, Inc. for the Project.
In an effort to leverage its own funding support for the Project, the CRA applied for grant funding from both the
Federal Home Loan Bank of New York ("FHLB NY") and the Federal Home Loan Bank of Atlanta ("FHLB ATL").
The CRA was awarded a total of $750,000.00 as a result of its applications to FHLB NY and FHLB ATL.
On February 12, 2014, the CRA issued Request for Qualifications ("RFQ") No, 14-01 for Construction
Management At -Risk Services of Town Park Plaza North Condominium. On March 17, 2014, the CRA received
six (6) responses to RFQ No. 14-01. On March 25, 2014, a selection committee consisting of: Robert Fenton,
City of Miami Capital Improvements Program; Dorothy L. Milton, Town Park Plaza North, and Brian Zeltsman,
CRA's Director of Architecture and Development met to evaluate the aforementioned proposals, and ranked the
proposal received from St. John -Mastermind Town Park North as the highest ranked proposer.
In addition to the acceptance of the committee's recommendation, the Board of Commissioners is also
presented with a proposed relocation plan for the temporary relocation of residents at Town Park Plaza North
during the performance of the Project. The presentation of this temporary relocation plan to the Board of
Commissioners is required by the 2009 Southeast Overtown/Park West Community Redevelopment Plan.
Lastly, the Board of Commissioners is being asked to allocate funding for the Project, in an amount not to
exceed $11,700,000.00.
JUSTIFICATION:
Section 2, Goal 3, at page 11, of the 2009 Southeast Overtown/Park West Community Redevelopment Plan lists
the "creati[on of] infill housing. diversity in housing types, and retaining affordable housing," as a stated
redevelopment goal. Section 2, Principle 2, at page 14, of the Plan provides that "[t]he neighborhood ... retain
access to affordable housing , , , ."

$1.1,700,000.00 allocated from SEOPW Tax Increment Fund, entitled "Other Grants and Aids" Account No.
10050.920101.883000.0000.00000.
