JOHN-MASTERMIND TOWN PARK NORTH AS THE TOP RANKED FIRM TO PERFORM THE RENOVATION AND REHABILITATION OF TOWN PARK PLAZA NORTH CONDOMINIUM COMPLEX ("PROJECT") AND AUTHORIZING THE EXECUTIVE DIRECTOR TO NEGOTIATE WITH THE TOP RANKED FIRM; APPROVING A RELOCATION PLAN, IN SUBSTANTIALLY THE ATTACHED FORM, FOR THE TEMPORARY RELOCATION OF RESIDENTS FROM THE PROPERTY DURING THE PERFORMANCE OF THE PROJECT; FURTHER AUTHORIZING ADDITIONAL FUNDING, IN THE AMOUNT NOT TO EXCEED $11,700,000.00, TO TOWN PARK PLAZA NORTH CONDOMINIUM ASSOCIATION, INC. FOR THE PROJECT; AUTHORIZING THE EXECUTIVE DIRECTOR TO DISBURSE FUNDS, AT HIS DISCRETION, ON A REIMBURSEMENT BASIS OR DIRECTLY TO VENDORS, UPON PRESENTATION OF INVOICES AND SATISFACTORY DOCUMENTATION; FUNDS TO BE ALLOCATED FROM SEOPW TAX INCREMENT FUND, ENTITLED "OTHER GRANTS AND AIDS," ACCOUNT CODE NO. 10050.920101.883000.0000.00000. WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is a community redevelopment agency created pursuant to Chapter 163, Florida Statutes, and is responsible for carrying out community redevelopment activities and projects within its Redevelopment Area in accordance with the 2009 Southeast Overtown/Park West Redevelopment Plan ("Plan"); and WHEREAS, Section 2, Goal 3, at page 11, of the Plan lists the "creati[on of] infill housing, diversity in housing types, and retaining affordable housing," as a stated redevelopment goal; and WHEREAS, Section 2, Principle 2, at page 14, of the Plan provides that "[t]he neighborhood .. . retain access to affordable housing ... ;" and WHEREAS, built in 1973, Town Park Plaza North Condominium Complex, at 1945 NW 5th Place, is a residential housing complex consisting of 20 buildings and 169 condominium units ('Property"), and the condition of the Property poses significant risk of health and safety to its occupants, and in turn, extensive rehabilitation is needed, as evidenced by structural cracks, unsecured railings, deteriorating plumbing, rotting wood, and outdated electrical wiring; WHEREAS, in response to these conditions, the CRA's Board of Commissioners passed Resolution City of Miami Page 1 of 3 File Id: 14-00939 (Version: 1) Printed On: 10/15/2022 File Number: 14-00939 Enactment Number: CRA-R-14-0062 No. CRA-R-13-0068 which authorized the issuance of a grant, in an amount not to exceed $3,333,333.00, to Town Park Plaza North Condominium Association, Inc. for the Project; and WHEREAS, on February 12, 2014, the CRA issued Request for Qualifications ("RFQ") No, 14-01 for Construction Management At -Risk Services of Town Park Plaza North Condominium; and; WHEREAS, on March 17, 2014, the CRA received six (6) responses to RFQ No. 14-01; and WHEREAS, on March 25, 2014, a selection committee met to evaluate the aforementioned proposals, and ranked the proposal received from St. John -Mastermind Town Park North as the highest ranked proposer; and WHEREAS, in addition to the aforementioned, the Plan requires the Board of Commissioners to consider a proposed relocation plan for the temporary relocation of residents at Town Park Plaza North during the performance of the Project; and WHEREAS, the Board of Commissioners wishes to accept the selection committee's recommendation to select St. John -Mastermind Town Park North as the top ranked firm to perform the Project, and to authorize the Executive Director to negotiate with the top ranked firm; and WHEREAS, the Board of Commissioners also wishes to approve the attached relocation plan for the temporary relocation of residents from the Property during the performance of the Project; and WHEREAS, the Board of Commissioners wishes to authorize additional funding, in an amount not to exceed $11,700,000.00, to Town Park Plaza North Condominium Association, Inc. for the Project; and WHEREAS, the Board of Commissioners finds that such a grant would further the aforementioned redevelopment goals and objectives; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The Board of Commissioners hereby accepts the selection committee's recommendation to select St. John -Mastermind Town Park North as the top ranked firm to perform the Project, and authorizes the Executive Director to negotiate with the top ranked firm. Section 3. The Board of Commissioners hereby approves the attached relocation plan for the temporary relocation of residents from Town Park Plaza North Condominium Complex, 1945 NW 5th Place, Miami, Florida ("Property") during the performance of the Project; and City of Miami Page 2 of 3 File Id: 14-00939 (Version: 1) Printed On: 10/15/2022 File Number: 14-00939 Enactment Number: CRA-R-14-0062 Section 4. The Board of Commissioners hereby authorizes additional funding, in the amount not to exceed to $11,700,000.00, to Town Park Plaza North Condominium Association, Inc. for the renovation and rehabilitation of Property. Section 5. The Executive Director is authorized to execute all documents necessary for the purposes set forth above. Section 6. The Executive Director is authorized to disburse funds, at his discretion, on a reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory documentation. Section 7. Funds are to be allocated from SEOPW Tax Increment Fund, entitled "Other Grants and Aids," Account Code No. 10050.920101.883000.0000.00000. Section 8.
