A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY ("CRA")
AUTHORIZING THE ISSUANCE OF A GRANT, IN AN AMOUNT NOT TO EXCEED
$50,000, TO THEURBANCOLLECTIVE, INC. TO UNDERWRITE COSTS FOR A
THEMATIC ART EXHIBITION WITHIN THE REDEVELOPMENT AREA; FURTHER
AUTHORIZING AN EXPENDITURE OF FUNDS, IN AN AMOUNT NOT TO EXCEED
$15,000 FOR EXPENSES RELATED TO THE PROGRAMING OF ART -RELATED
EVENTS WITHIN THE REDEVELOPMENT AREA DURING THE 2014 ART BASEL;
AUTHORIZING THE EXECUTIVE DIRECTOR TO DISBURSE FUNDS, AT HIS
DISCRETION, ON A REIMBURSEMENT BASIS OR DIRECTLY TO VENDORS,
UPON PRESENTATION OF INVOICES AND SATISFACTORY DOCUMENTATION;
FURTHER AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL
DOCUMENTS NECESSARY FOR SAID PURPOSE; FUNDS TO BE ALLOCATED
FROM SEOPW TAX INCREMENT FUND, ENTITLED "OTHER GRANTS AND AIDS,"
ACCOUNT CODE NO. 10050.920101.883000.0000.00000.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA")
is a community redevelopment agency created pursuant to Chapter 163, Florida Statutes, and is
responsible for carrying out community redevelopment activities and projects within its
Redevelopment Area in accordance with the 2009 Southeast Overtown/Park West Redevelopment
Plan ("Plan"); and
WHEREAS, Section 2, Goal 5, at page 11, of the Plan lists the [p]romotion and marketing of
the community," as a stated redevelopment goal; and
WHEREAS, Section 2, Principle 6, at page 15, of the Plan lists the promotion of "local cultural
events, institutions, and businesses," as a stated redevelopment principle; and
WHEREAS, Section 2, Principle 14, at page 16 of the Plan also lists "restor[ing] a sense of
community and unify[ing] the area culturally," as a stated redevelopment principle; and
WHEREAS, TheUrbanCollective, Inc. has developed "Art Africa Miami Arts Fair 2014", a
thematic art exhibition featuring a collection of contemporary art -work from Africa and its Diaspora;
and
WHEREAS, the above referenced entity and the CRA have requested funding to promote the
Redevelopment Area during 2014 Art Basel by holding an exhibition and other art -related events
which would serve to attract visitors and highlight the area's cultural heritage; and
WHEREAS, the Board of Commissioners wishes to authorize a grant, in an amount not to exceed
$50,000.00, to TheUrbanCollective, Inc. to underwrite costs associated with a thematic art exhibition

within the Redevelopment Area;
WHEREAS, Board of Commissioners also wishes to authorize an expenditure of funds, in an
amount not to exceed $15,000.00, for expenses related to the programing of art -related events within
the Redevelopment Area during the 2014 Art Basel; and
WHEREAS, the Board of Commissioners finds that such a grant would further the
aforementioned redevelopment goals and objectives;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The Board of Commissioners hereby authorizes the issuance of a grant, in an
amount not to exceed to $50,000.00, to TheUrbanCollective, Inc. to underwrite costs for a thematic
art exhibition within the Redevelopment Area.
Section 3. The Board of Commissioners further authorizes the expenditure of funds, in an
amount not to exceed $15,000.00 for expenses related to the programing of art -related events within
the Redevelopment Area during the 2014 Art Basel.
Section 4. The Executive Director is authorized to disburse funds, at his discretion, on a
reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory
documentation.
Section 5 The Executive Director is authorized to execute all documents necessary for
the purposes set forth above.
Section 6. Funds are to be allocated from SEOPW Tax Increment Fund, entitled "Other
Grants and Aids," Account Code No. 10050.920101.883000.0000.00000.
Section 7. This Resolution shall become effective immediately upon its adoption.
