HomeMy WebLinkAboutCRA-R-14-0046 Signed LegislationCity of Miami Legislation CRA Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 14-00597 Final Action Date: A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY AUTHORIZING THE EXPENDITURE OF FUNDS, IN THE AMOUNT NOT TO EXCEED $850,000.00, FOR THE 40-YEAR RECERTIFICATION AND REHABILITATION OF THE PROPERTY AT 920 NW 2ND AVENUE, MIAMI, FLORIDA; AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE; FURTHER AUTHORIZING THE EXECUTIVE DIRECTOR TO DISBURSE FUNDS UPON PRESENTATION OF INVOICES AND SATISFACTORY DOCUMENTATION; FUNDS TO BE ALLOCATED FROM SEOPW TAX INCREMENT FUND, ENTITLED "CONSTRUCTION IN PROGRESS," ACCOUNT CODE NO. 10050.920101.670000.0000.00000 WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is responsible for carrying out community redevelopment activities and projects within its Redevelopment Area in accordance with the 2009 Southeast Overtown/Park West Redevelopment Plan ("Plan"); and WHEREAS, Goal 1, at page 11 of the Plan, provides for the "preserv[ation of] historic buildings and community heritage"; and WHEREAS, Principle 9, at page 15 of the Plan, provides that "new and rehabilitated buildings must respond to our climate and reflect the community's cultural heritage"; and WHEREAS, Principles 10 and 11, at page of the Plan, also provide that "streets and buildings must be attractive, and "24-hour environments should be encouraged"; and WHEREAS, the CRA owns property at 920 NW 2nd Avenue, Miami, Florida ("Property"), which consists of a 2-story building built in 1954; and WHEREAS, the Property is currently vacant and requires significant rehabilitation in order to obtain the requisite 40-year recertification; and WHEREAS, given that the Property is located within the Historic Folklife Village, it is the CRA's intention to rehabilitate the Property in order to attract third -party commercial operators; and WHEREAS, the Board of Commissioners wishes to authorize the expenditure of funds, in an amount not to exceed $850,000.00 for the 40-year recertification and rehabilitation of the Property; and WHEREAS, the Board of Commissioners finds that such an expenditure of funds would further the aforementioned redevelopment goals and principles; City of Miami Page 1 of 2 File Id: 14-00597 (Version: 1) Printed On: 6/24/2014 File Number: 14-00597 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The Board of Commissioners hereby authorizes an expenditure of funds, in the amount not to exceed to $850,000.00, for the 40-year recertification and rehabilitation of property at 920 NW 2nd Avenue, Miami, Florida. Section 3. The Executive Director is authorized to execute all documents necessary for said purpose. Section 4. The Executive Director is further authorized to disburse funds upon presentation of invoices and satisfactory documentation. Section 5. Funds are to be allocated from SEOPW Tax Increment Fund, entitled "Construction in Progress," Account Code No. 10050.920101.670000.0000.00000. Section 6.
