BACKGROUND:
The attached Resolution of the Board of Commissioners of the Southeast Overtown/Park West Community
Redevelopment Agency ("CRA") authorizes the issuance of a grant, in an amount not to exceed $205,000, to
Urgent, Inc. for the 2014 Summer Youth Training Institute.
Urgent, Inc. is a local non-profit committed to issues impacting children and youth, and seeks assistance in
administering a summer youth employment program that would help to combat youth unemployment throughout
the Redevelopment Area. The Board of Commissioners, by Resolution Nos. CRA-R-10-0038, CRA-R-11-0027,
has previously supported the establishment of summer employment programs for youth by Urgent, Inc.
The 2014 Summer Youth Training Institute ("Institute") will operate for 7 weeks in June and July 2014, and
afford youth with the opportunity to build and advance their skills in one of four disciplines: (1) Film Production;
(2) Visual Arts; (3) Cultural Tourism; and (4) Entrepreneurship. Youth participating in Film Production will be
given a chance to build a portfolio by producing and editing a short film. Youth participating in Visual Arts will
have the ability to contribute to the public art mural at Dorsey Park. Through a partnership with the Black
Archives History and Research Foundation of South Florida, Inc., participants in the area of Cultural Tourism will
learn the history of Overtown and train in providing guided tours, as well as learning the backstage operations of
the newly renovated Lyric Theater. Lastly, youth interested in entrepreneurship will have the opportunity to
learn the fundamentals of starting a business, including the preparation of a business plan and budget,
marketing and product development.
The youth participating in the Institute will be afforded the opportunity to interact with working professionals and
college interns facilitating the operations of Institute. Such interaction coupled with the experience in the area of
interest may serve as a basis for the youth to continue their education and/or career development in furtherance
of their professional goals and aspirations.
JUSTIFICATION:
Goal 4, at page 11, of the 2009 Southeast Overtown/Park West Community Redevelopment Plan provides the
"creat[ion of] jobs within the community" as a stated redevelopment goal.
FUNDING:
$205,000 are to be allocated from SEOPW Tax Increment Fund, entitled "Other Grants and Aids" Account Code
No. 10050.920101.883000.0000.00000.
