HomeMy WebLinkAboutCRA-R-14-0037 LegislationCity of Miami Legislation CRA Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 14-00402 Final Action Date: A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY ("CRA") AUTHORIZING A GRANT, IN AN AMOUNT NOT TO EXCEED $150,000, TO NEIGHBORS AND NEIGHBORS ASSOCIATION, INC., TO UNDERWRITE COSTS ASSOCIATED WITH THE CONTINUED OPERATION OF THE BUSINESS INCUBATOR AND DEVELOPMENT PROGRAM; AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE; AUTHORIZING THE EXECUTIVE DIRECTOR TO DISBURSE FUNDS, AT HIS DISCRETION, ON A REIMBURSEMENT BASIS OR DIRECTLY TO VENDORS, UPON PRESENTATION OF INVOICES AND SATISFACTORY DOCUMENTATION; FURTHER AUTHORIZING THE EXECUTIVE DIRECTOR TO APPROVE BUDGET MODIFICATIONS UNDER THE GRANT, PROVIDED THAT THE OVERALL AMOUNT OF GRANT FUNDING APPROVED HEREIN IS NOT EXCEEDED; FUNDS TO BE ALLOCATED FROM SEOPW TAX INCREMENT FUND, ENTITLED "OTHER GRANTS AND AIDS," ACCOUNT CODE NO. 10050.920101.883000.0000.00000. WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is responsible for carrying out community redevelopment activities and projects within its Redevelopment Area in accordance with the 2009 Southeast Overtown/Park West Redevelopment Plan ("Plan"); and WHEREAS, Section 2, Goals 4 and 6, at page 11, of the Plan lists the "creati[on of] jobs within the community," and "improving the quality of life for residents" as a stated redevelopment goals; and WHEREAS, Section 2, Principle 6, at Page 15, of the Plan also provides for the improvement of the neighborhood economy and the expansion of economic opportunities through the enhancement of existing businesses and local entrepreneurs, as well as the attraction of new businesses that provide needed services and opportunities; and WHEREAS, Neighbors and Neighbors Association, Inc. ("NANA") is a non-profit corporation established in 1995 to assist small businesses throughout Miami -Dade County, and has been retained by Miami -Dade County to provide technical assistance for its Mom and Pop Small Business Grant Program and its Micro Loan Program; and WHEREAS, in recognition of NANA's success with small businesses and job creation, the CRA has authorized grants to NANA in the past to ensure that specialized technical assistance tailored to the needs of the Redevelopment Area are available to complement and further the CRA's economic development efforts; and WHEREAS, NANA seeks assistance from the CRA to continue the administration of the Business Incubator and Development Program ("Program"), which currently operates at the NANA's Business Resource Center, 1490 NW 3rd Avenue, Miami, Florida; and WHEREAS, the Program has served a number of local small businesses by enabling access City of Miami Page 1 of 2 File Id: 14-00402 (Version: 1) Printed On: 4/21/2014 File Number: 14-00402 to, among other things, technical assistance, workshops and training, office services, assistance with identifying capital funding sources, and a business mentoring partnership; and WHEREAS, the Program continues to include the Community Workforce Training Program, which is aimed to ensure that local residents have the necessary skills and certifications that will increase their job readiness; and WHEREAS, commencing this year, NANA has added a component to the Program that is focused on providing technical assistance to participants in understanding and responding to various procurement instruments; and WHEREAS, the Board of Commissioners wishes to authorize a grant, in an amount not to exceed $150,000, to NANA to underwrite costs associated with the continued operation of the Business Incubator and Development Program; and WHEREAS, the Board of Commissioners finds that such a grant to the NANA would further the aforementioned redevelopment goals and objectives; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAM1, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The grant, in an amount not to exceed $150,000, to the Neighbors and Neighbors Association, Inc. to underwrite costs associated with the continued operation of the Business Incubator and Development Program, is hereby authorized. Section 3. The Executive Director is authorized to execute all documents necessary for said purpose, and to disburse funds, at his discretion, on a reimbursement basis of directly to vendors, upon presentation of invoices and satisfactory documentation. Section 4. The Executive Director is further authorized to approve budget modifications under the grant, provided that the overall amount of grant funding approved herein is not exceed. Section 5. Funds to be allocated from SEOPW Tax Increment Fund, entitled "Other Grants and Aids," Account Code No. 10050.920101.883000.0000.00000. Section 6.
