Scope of Services
OBJECTIVE:
The objective of the Overtown Music & Arts Festival is to promote and support the existing businesses
within the Overtown community and market the Southeast Overtown/Park West Community
Redevelopment Area ("Redevelopment Area") as a cultural heritage tourist destination.
This Scope of Services communicates the requirements, deliverables, and program restrictions of the
project operation. The evaluation of these objectives will determine whether the program remains
eligible for future funding.
SCOPE OF SERVICES:
1. Grantee shall develop and implement a strategic marketing plan to promote an annual themed
musical showcase event within the Overtown community advertising to and drawing patrons
and visitors to the community for the promotion and support of local businesses. In doing so,
the Grantee shall fulfill the redevelopment objective of the Southeast Overtown/Park West
Community Redevelopment Agency ("CRA") to market the Redevelopment Area as a cultural
heritage tourist destination.
2. Grantee has defined its annual themed musical showcase event as the Overtown Music and Arts
Festival ("Event") and shall manage and operate the Event in a manner to further the CRA's
redevelopment objective.
3. Grantee shall operate the Event on Saturday, June 14, 2014 along NW 3rd Avenue between NW
9th and NW 11 Streets and between the hours of 11 a.m. to 6 p.m.
4. Grantee shall secure a minimum of ten (10) media impressions prior to the Event and shall
aspire to attract a minimum 1,000 attendees to the Event.
5. Grantee shall solicit and recruit a diverse audience at the Event by way of securing a minimum
of three (3) entertainment acts and at least two (2) nationally recognized musical entertainers to
participate at the Event.
6. Grantee shall make all efforts to utilize local resources and to employ residents from the
community to fill open positions to support Event operations. Grantee shall maintain open
communication with the Overtown business association on the layout, operational activities and
schedule of the Event to minimize the impact to parking, street closures and other related
matters that may negatively impact the Overtown businesses.
7. Grantee shall obtain the requisite permits and certifications from the appropriate governing
entities to carry out the Event.
S. Grantee shall secure sufficient public parking areas and design, produce, and install appropriate
parking and directional signage for the Event.
9. Grantee shall secure a minimum of thirty (30) vendors to participate at the Event and shall
ensure that participating vendors do not compete with services and goods provided by existing
business located along the NW 3`d Avenue corridor. Grantee shall solicit diverse offering of
products or services to be made available at the Event and accommodate products within a
varied price range.
10. Grantee shall extend all efforts to encourage the participation of vendors that promote cultural
products to effectively market Miami's authentic cultural food offerings to festival goers.
Grantee shall assure that each food vendors maintain the requisite certifications and permits to
allow for sales to the general public. Grantee must provide these certifications to the CRA no
later than five (5) business days prior to the Event.
DELIVERABLES:
Within five (5) calendar days following an event, Grantee shall provide a report detailing the following
deliverables:
1. Copies of completed surveys conducted during each Event.
2. Copies of completed vendor registration forms and deposit fees, if applicable
3. Reporting of the number of attendees at each Event.
4. Support documentation verifying Grantee's efforts in engaging the local business community to
participate at the Events.
5. Original copies of approved marketing materials distributed at the Events.
PROGRAM RESTRICTIONS:
Grantee shall adhere to the following program restrictions:
1. All event marketing and promotional materials must be pre -approved by the CRA.
2. All proposed expenses paid with grant funds must be pre -approved by the CRA prior to
purchase.
3. Modifications to the Scope of Work and Program Budget require the approval of the CRA Board
of Commissioners.
4. Cash transactions are not allowed. The CRA will not accept reimbursements request for
unauthorized cash transactions.

We are requesting that the CRA provide funding for this project because at the heart of
this Festival is a fervent desire to bring Overtown out from under a cloud of darkness
and into the light. Overtown has a rich cultural and music history that should be
celebrated and highlighted which is what this years' Festival will strive hard to achieve
with the support of the City of Miami and the CRA. We are requesting more funds than
what has been allocated in previous years, due to our planned expansion of the Festival
performers and target audience. In addition we plan to involve local schools and their

students who are studying visual arts to create works highlighting the history and
culture of Overtown through paint and photography.
