Woods, 11I UV) References: Executive Director Subject: Resolution Authorizing Commercial Lease with VSMD Food Corp. for Commercial Space at the Overtown Shopping Center. Enclosures: Supporting Documentation; Legislation BACKGROUND: The attached Resolution of the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") authorizes execution of a commercial lease agreement with VSMD Food Corp. ("VSMD"), as the sole proposer in response to RFP No. 13-007, for the lease of commercial space at the Overtown Shopping Center, 1490 NW 3`d Avenue, Unit 101, Miami, Florida. The CRA owns the Overtown Shopping Center, at 1490 NW 3rd Avenue, Miami, Florida ("Property"), and said Property is located within the NW 3rd Avenue Neighborhood Center. In order to attract and accommodate commercial tenants, the CRA is currently undertaking the renovation and rehabilitation of the Property. Pursuant to Section 163.380(3)(a), Florida Statutes, the CRA issued Request for Proposals No. 13-007 on November 7, 2013, wherein is sought proposals for persons interested in leasing commercial space at the Property. On December 9, 2013, the CRA received three (3) proposals, each for different units at the Property. VSMD Food Corp. submitted the one and only proposal for Unit 101 and seeks to open a grocery store on the Property. JUSTIFICATION: Principle 6, at page 15, of the Plan also provides that in order to "address and improve the neighbor economy and expand economic opportunities of present and future residents and businesses[,]... [it is necessary to] support and enhance existing businesses and ... attract new businesses that provide needed services and economic opportunities ...." The Plan, at pages 62-63, identifies the NW 3rd Avenue Neighborhood Center as becoming a thriving mixed -use area, which requires the CRA to "attract new businesses to NW 3rd Avenue in anticipation of [surrounding residential development]." FUNDING: This Resolution does not commit funding.
