ROTH REAL ESTATE DEVELOPMENT, INC. ASSISTANCE WITH GRANT APPLICATIONS MADE TO THE AFFORDABLE HOUSING PROGRAMS OF THE FEDERAL HOME LOAN BANK OF NEW YORK AND THE FEDERAL HOME LOAN BANK OF ATLANTA IN CONNECTION WITH THE RENOVATION AND REHABILITATION OF TOWN PARK PLAZA NORTH CONDOMINIUMS, 475 NW 19TH STREET, MIAMI, FLORIDA; FURTHER AUTHORIZING TI-IE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE; ALLOCATING FUNDS FROM SEOPW TAX INCREMENT FUND ENTITLED, "PROFESSIONAL SERVICES," ACCOUNT CODE NO. 10050.920101.531000.0000.00000. WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is responsible for carrying out community redevelopment activities and projects within its Redevelopment Area in accordance with the 2009 Southeast OvertownlPark West Redevelopment Plan (the "Plan"); and WHEREAS, Section 163.356, Florida Statutes, permits a community redevelopment agency to engage technical experts and other agents as it requires; and WHEREAS, Town Park Plaza North, a residential housing complex, was built in 1973, and consists of 20 buildings and 169 condominium units ("Town Park Plaza North"); and WHEREAS, the condition of Town Park Plaza North poses significant risk of health and safety to its occupants, and in turn, extensive rehabilitation is needed, as evidenced by structural cracks, unsecured railings, deteriorating plumbing, rotting wood, and outdated electrical wiring; and WHEREAS, in an effort to assist the CRA with leveraging its funding support of Town Park Plaza North, the CRA sought to apply for grant funding from the Affordable housing Programs of the Federal Home Loan Bank of New York and the Federal Home Loan Bank of Atlanta; and WHEREAS, Judd K. Roth Real Estate Development specializes in assisting clients with funding applications for a variety of federal affordable housing funding programs, such as HOPE VI, Low Income Housing Tax Credits, and Federal Horne Loan Bank Affordable Housing Programs; and WHEREAS, the Board of Commissioners wishes to authorize an expenditure of funds in an amount not to exceed $63,000, to Judd K. Roth Real Estate Development for assistance with grant applications made to the Affordable Housing Programs of the Federal Home Loan Bank of New York and the Federal Home Loan Bank of Atlanta in connection with the renovation and rehabilitation of Town Park Plaza North; City of ildianti Page 1 of'2 File Id: 14-00266 (Version: ll Printed Ow 3/18/2014 File Number: 14.00266 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The expenditure of funds in an amount not to exceed $63,000, Judd K. Roth Real Estate Development for assistance with grant applications made to the Affordable Housing Programs of the Federal Home Loan Bank of New York and the Federal Home Loan Bank of Atlanta in connection with the renovation and rehabilitation of Town Park Plaza North Condominiums, 475 NW 19th Street, Miami, Florida, is authorized. Section 3. The Executive Director is authorized to disburse funds upon presentation of invoices and satisfactory documentation. Section 4. The Executive Director is authorized to execute all documents necessary for said purpose. Section 5. Funds are to be allocated from SEOPW Tax Increment Fund, entitled "Professional Services," Account Code No. 10050.920101.531000.0000.00000. Section 6.
