Bockweg Executive Director Date: February 24'h, 2014 File: Subject: Resolution authorizing the Executive Director to approve the No.1 ranked bidder for the MEC's Design, Build, Manage & Operate RFP with the respective MOU and Lease contracts. $ACKGROUND: The Board of the OMNI CRA Commissioners, by Resolution No.CRA-R-11-0043, passed and adopted on July 28th, 2011, authorized $1,087,268 for the planning, design, construction and development of the Miami Entertainment Complex (MEC), an Omni CRA owned property located at 50 NW 14th Street. On September 9th, 2013, the OMNI CRA issued RFP No. 13-001 for the Design, Build Management and Operation of the MEC. On November 20th, 2013; Resolution No.CRA-R-13-0073 was approved by the OMNI CRA Board of Commissioners to begin contract negotiations with the number one ranked bidder. It is recommended that the Board of Commissioners of the OMNI Redevelopment District Community Redevelopment Agency ("CRA") approve and adopt the attached Resolution accepting the recommendations from the OMNI CRA's Executive Director to assign the winning bidder, EUE Screen Gems, Ltd., Inc., with the respective MOU and Lease Agreement. JUSTIFICATION In preparation for the construction of the MEC into a Film Studio Complex, the Omni CRA prepared and issued a Request for Proposal (RFP) No. 13-001 for the Design, Build, Management and Operation of the MEC on September 9th, 2013. As stipulated by Fbrida Statutes Chapter 287.055 "Consultants' Competitive Negotiation Act" (CCNA), the CRA is required to put out this public solicitation when a design -build method of construction is chosen for a project. The evaluation criteria based on the development of a state of the art film studio complex ncluded qualifications and experience of the proposer and their team (including comparable project experience for the past 5 years), experience of the project manager on similar projects, design philosophy and process as it relates to this project, technical capabilities and references. On October 28'h, 2013, oral presentations were conducted by the selection committee and a final recommendation was made. The Selection Committee recommended to the OMNI CRA Executive Director to begin negotiations with the No. 1 ranked firm. CRA staff prepared and began to proceed with negotiations with the # 1 ranked firm and is recommending that an Memorandum of Understanding regarding the design, build, and construction of the MEC and a Tenant Lease Agreement ("Contracts") be executed with the #1 ranked firm of EUE/Screen Gems Ltd., Inc.
