BACKGROUND:
The Board of the OMNI CRA Commissioners, by Resolution No.CRA-R-11-0043, passed and adopted on July
28th, 2011, authorized an expenditure of $1,087,268 for the planning, design, construction and
development of the Miami Entertainment Complex ("MEC"), an Omni CRA owned property located at 50 NW 14th
Street.
On September 9th, 2013, the OMNI CRA issued RFP No. 13-001 for the Design, Build, Management and Operation
of the Miami Entertainment Complex ("MEC").
SUMMARY:
In preparation for the construction of the MEC loto a Film Studio Complex, the Omni CRA prepared and issued a
Request for Proposal (RFP) No. 13-001 for Design, Build, Manage and Operation the Miami Entertainment
Complex on September 9`h, 2013. As stipulated by Fbrida Statutes Chapter 287.055 "Consultants' Competitive
Negotiation Act" (CCNA), the CRA is required to put out this public solicitation when a design -build method of
construction is chosen for a project. . After a 3 8 day open advertisement period for the MEC RFP,
proposals were received by the set deadline of October 161h, 2013. On October 28th, 2013, the Selection
Committee held "oral" presentations and evaluated each proposal bid based on the evaluation
criteria of the RFP.
The selection committee was comprised of the following members: Committee Chairperson H . Bert Gonzalez
(Assistant Director, Omni CRA), Mark Spanioli, P.E. (City of Miami, C I P Director), Hector Torres, Developer,
Cymbal Development & Construction Project Manager, Patricia Arias, CAMACOL (Liaison for State Film and
Entertainment Projects), Al West, CFO - GMCVB, Joe Peria, Special Projects — Miami Dade College. The evaluation
criteria based on the development of a state of the art film studio complex included qualifications and experience
of the proposer and their team (including comparable project experience for the past 5 years), experience of
the project manager on similar projects, design philosophy and process as it relates to this project, technical
capabilities and references. Emphasis on local business's to be included into the mix
and part of the Design, Build and Construction Project. And finally, the
"Teams" experience in the operations and management of similar Film, Media
and Enter t a i n m e n t facilities. The selection committee ranked the presentations (Evaluation sheets are
attached) . On October 28th, 2013, oral presentations were conducted by the selection committee and a
final recommendation was made, the Selection Committee recommended to the OMNI CRA Executive Director to
begin negotiations with the No. 1 ranked firm.
The CRA staff is prepared to begin the negotiations with the top ranked firm and is recommending that a
professional services agreement(s) be executed with the #1 ranked firm of EUE Screen Gems Studios.
For reference, CCNA is very specific and outlines the procedures and criteria for architectural consultant
selection. CRA staff and the selection committee followed these procedures as outlined in Florida Statutes
Chapter 287.055.
