selection committee for the Design, Build,
Manage and Operating the MEC.

It is recommended that the Board of Commissioners of the Omni Redevelopment District Community
Redevelopment Agency ("CRA") approve and adopt the attached Resolution accepting the
recommendation of the selection committee and authorizing the CRA Executive Director to begin
the negotiations with the number one (#1) ranked RFP respondent.
JUSTIFICATION:
The CRA issued a Request for Proposals (RFP) No. 13-001 for Design, Build, Manage and Operate for the
Miami Entertainment Complex (MEC) on September 9th, 2013. Proposal and Qualification Bids were received
and evaluated by the RFP selection committee based on the requirements of the RFP and as stipulated by
Florida Statues Chapter 287.055 " Consultants' Competitive Negotiations Act", (CCNA). The selection
committee recommended that the CRA staff begin negotiations with the number one ranked respondent.
For reference, a Design Criteria Package (RFQ) No. 11-008 was prepared and issued for the Miami
Entertainment Complex (MEC) on October 24 h, 2011. The CRA is required to put out this public solicitation
when a design -build method of construction is chosen for a project.
Section 4, Goal D/ Principles A-2, C-4 and C-5, at page 42, of the 2009 OMNI CRA Redevelopment Plan, lists
"[eliminate conditions which contribute to slum & blight], "encourage the restoration of historic buildings and
[enhance the area's visual attractiveness to businesses and residents], by creating opportunities for new
development through improvements to the public realm.
